During the Himachal Pradesh Assembly’s Monsoon Session, unemployment became a point of political confrontation as BJP legislators staged a protest outside the Assembly complex before proceedings began. The opposition also submitted an adjournment motion seeking an immediate discussion on unemployment and issues concerning young people.
BJP legislators raised slogans against the government over unemployment and issues affecting young people. They said thousands of youths in the state are waiting for employment and raised concerns over vacant posts in government departments, delays in recruitment processes and employment opportunities.
The opposition alleged that the government had made major employment promises to young people before coming to power but had not worked towards fulfilling them at the expected pace.
During the protest, BJP legislators held an Aakrosh Rally inside the Assembly complex, carrying placards and raising slogans against the government. The opposition said unemployment would be raised prominently during the Monsoon Session and that the government would be asked to respond to its promises to young people.
The adjournment motion brought by the opposition seeks to suspend normal proceedings to allow an immediate discussion on unemployment. BJP legislators said the issue concerning young people should be given priority in the Assembly.
BJP leaders alleged that a large number of youths in the state are preparing for competitive examinations and government recruitment. They said many candidates have been waiting for recruitment processes to be completed for long periods.
The opposition said the government should make department-wise information on vacant posts public and establish a clear timeline for recruitment.
During the protest, BJP legislators also questioned how many young people had received employment so far and for how many posts recruitment processes were underway.
The opposition said announcements alone would not resolve unemployment and called for a regular recruitment calendar so that examinations and appointments could be completed on time.
Employment and the future of young people were also raised during the BJP protest. Party leaders said that, besides government jobs, new employment opportunities need to be created in tourism, industry, self-employment and the private sector in the hill state.
They said the government needs to take immediate steps along with a long-term policy to provide employment to young people.
The BJP also raised the issue of transparency in recruitment processes. BJP legislators said there should be a clear timeline from examinations to results and appointments so that candidates do not have to wait for years.
They said several young people remain concerned about crossing the age limit because of continued delays in recruitment.
BJP leaders said unemployment is not only an issue of political allegations and counter-allegations and that it directly affects young people and the economic condition of their families.
The opposition said many young people are forced to migrate to other states because they do not get jobs. It called on the government to prepare a concrete employment-generation plan.
During the protest outside the Assembly, BJP leaders also targeted the government over election promises. The opposition said Congress had made several announcements related to employment during the election.
It said the government should tell the Assembly how many of those announcements had been fulfilled and how many young people had benefited from them.
The government, on the other hand, may present details of the work carried out on unemployment and employment. It may provide information on the number of appointments made in different departments and the posts for which recruitment processes are underway.
This could lead to a debate between the government and the opposition in the Assembly over the figures.
The BJP protest before the start of the Monsoon Session indicated that the opposition is preparing to make unemployment a key issue against the government. The demand for a discussion through the adjournment motion is part of that approach.

However, the protest before the start of the session indicates that the issue of young people and employment is set to remain a priority for the BJP.
After the BJP protest outside the Assembly complex ended, attention turned to the proceedings of the House. The decision on the adjournment motion and the government’s response to questions on unemployment will determine how the issue is taken up during the session.
