This may include games like GTA, Call Of Duty, BGMI and Free Fire, which involve more violence and risk. In addition, rules may also be applied to some real-money games such as Rummy and Ludo, to ensure protection from gambling and financial loss.

Main Objectives of Online Gaming Bill 2025

  • Real Money Games
  • eSports: Safe and Professional Gaming

  • Real Money Games: Crackdown on Money-Based Gaming

The second category includes real money games. In these games, players play by directly investing money and receive real cash directly upon winning.

Features of Real Money Games

  • Players have to spend money while playing the game.
  • Upon winning, the amount is directly transferred to the bank account or digital wallet.
  • These involve transactions of real money rather than virtual coins or points.

These games include: Rummy, Fantasy Cricket, Ludo and other cash-based games. In India, the industry of this type of game is worth millions of crores of rupees and is growing rapidly.

New Restrictions Imposed on Real Money Games

In the Online Gaming Bill 2025, the government has proposed to implement strict rules on real money games. The main provisions are:

  • Ban on transactions in real money games through the banking system.
  • Strict action against illegal gaming platforms, including 3 years imprisonment or a fine of ₹1 crore.
  • Operation of unregistered platforms is illegal.
  • Two years imprisonment or a fine of ₹50 lakh for advertising real money games.
  • Provision of 3 years imprisonment or a fine of ₹1 crore for financial institutions involved in illegal transactions.
  • Longer jail terms and larger fines for repeat offenders.
  • Authorities have the right to seize property and arrest without a warrant.
