Government Addresses Indigo Crisis, Highlights Internal Rostering Failure and Regulatory Action

New Delhi: The Lok Sabha witnessed a significant development concerning the aviation sector on Monday as Civil Aviation Minister K. Ram Mohan Reddy provided a detailed account of the government’s perspective on the recent operational crisis faced by Indigo. He emphasized that the government is taking the matter seriously and that agencies, including the DGCA, are continuously monitoring the situation. Notably, he also announced plans to streamline the process for launching new airlines, aiming to increase competition within the market.

Government’s Stance on the Indigo Crisis

During his address to the House, Minister Reddy clarified that the recent Indigo crisis wasn’t merely a “technical issue,” but stemmed significantly from a failure in their Internal Rostering system. This meant the airline struggled to effectively manage its flight crews, schedules, and duty assignments, directly impacting flight operations.

He stated that the DGCA has issued a Show-Cause Notice to Indigo CEO Peter Elbers and other senior officials, taking the situation with utmost seriousness. Following a thorough investigation, action will be taken under the Aircraft Act and all relevant regulations.

Why the Government Wants New Airlines

A key point raised by the Minister centered on the future of the Indian airline industry. He explained that the government is formulating policies to encourage the establishment of new airlines within the country.

He highlighted that the Indian market is dominated by two major airlines, leading to potential control over fares and limited passenger choices. Increased competition through more airlines would provide passengers with better options, improve service quality, and foster a more competitive environment.

How the Disruption in Indigo Began

The Minister detailed that initial investigations revealed a serious malfunction within Indigo’s Crew Rostering System. Multiple crew members experienced overlapping duties, lacked timely information, and some scheduling violated regulations.

This triggered a chain reaction within the network. A delayed flight impacted subsequent flights, and compounded by factors such as weather, winter schedules, technical glitches, and air traffic congestion, the situation worsened.

DGCA’s Actions

Minister Reddy informed the House that the DGCA is persistently requesting detailed information from Indigo and has instructed the airline to submit a Detailed Root Cause Analysis (RCA).

He stressed that safety is “non-negotiable” and that no airline will be permitted to engage in insensitive or overly harsh treatment of passengers. Indigo has been advised to immediately improve its crew management and network structuring.

The government stated that flight operations are now returning to normal, and the situation is under continuous observation.

Opposition Protest in Parliament

Following the Minister’s statement, the opposition staged a vigorous protest in the House. The opposition’s contention was that the government is easing regulations for airline companies and failing to provide adequate answers regarding the difficulties faced by passengers. They demanded immediate and stringent action against Indigo and clarification on the recent surge in airfares.
