Jharkhand will make the digital processing of pension-related cases mandatory from September 1, 2026, with government employees’ and pensioners’ pension matters to be processed through the e-Pension portal. The move is aimed at reducing the movement of paper files between offices and streamlining the pension process.
Under the new system, departments and offices will have to process pension-related cases through the designated digital system. The online process will cover pension determination, document verification, approval and other required actions by the concerned officials.
The state government is implementing the system to ensure that pension cases of government employees are processed on time. At present, several pension-related cases take time because of paper documents, verification, approvals and movement of files across different levels.
The e-Pension portal is already operated by the Jharkhand Finance Department. Employees can prepare their pension papers online by logging into the Employee Portal using their GPF/CPS number and password and selecting the Pension Papers option to begin the pension determination process.
From September 1, digital processing will be mandatory for the execution of pension-related cases. The system will also make it easier to track the status of files and identify the level at which a case is pending.
The digital process will cover pension approval, document verification and payment-related procedures. Processing cases online can reduce the time required for files to move from one office to another.
The government’s digital initiative extends beyond pensions. E-sign and digital signatures are being made mandatory for payments related to salaries, travel allowance (TA), contingent bills and approved advances. The preparation of e-vouchers through the Integrated Financial Management System (IFMS) is also being implemented.
Under the system, Drawing and Disbursing Officers (DDOs) will prepare e-vouchers online through the IFMS portal. Digital verification and approval will then be completed through the system.
The Finance Department has been working on the digitisation of pension-related processes. On August 3, 2026, the department issued an order related to the approval of financial assistance of Rs 46.85 lakh under the third phase of the digitisation process for work related to state employees.
Several other orders concerning the digital processing of pension matters are also recorded in the department’s records.
The Finance Department has made IFMS an important digital platform for the state’s financial system. According to the department’s website, various IFMS modules are monitored by the PMU Cell with technical support from the NIC Finance team. The system is intended to operate financial work through an integrated online framework.
The e-Pension portal provides various facilities for pensioners, including information and services related to pension and family pension applications, a user manual and other details. The Finance Department has also provided a contact facility for pension-related grievances.
Family pension cases will also be included in the digital process. After the death of a government employee, an eligible family member has to complete documentation and verification procedures to start receiving family pension. The online system is intended to organise the processing of such cases.
The digital system is also intended to maintain pension records in an organised manner. Under the online process, employees will have to provide required records, service-related information and other documents in the prescribed manner.
Incomplete documents or discrepancies in information can delay a case even within the digital process. Employees approaching retirement will therefore need to ensure that their service records and required documents are in order before the pension process begins.
Digital records can also make it easier to retrieve information from older pension cases. Under paper-based systems, records can face issues such as damage, loss or difficulty in retrieval.
The new system will increase the responsibility of officials handling pension cases. Documents will have to be examined and cases verified and approved through the prescribed online process.
Any delay in verification, approval or document examination at a particular level will be reflected in the digital system, allowing pension cases to be monitored more systematically.
For successful implementation, employees and officials in departments where pension-related work has largely been handled through paper files will need to understand the portal, digital signatures and e-sign procedures. User manuals and digital training can support the transition.
Jharkhand’s e-Pension system is not entirely new. The Finance Department’s e-Pension portal is already operational and provides information about pension applications and other services.
From September 1, the mandatory digital processing of pension cases will give the portal a more central role in the handling of pension matters.
Government employees approaching retirement can also begin preparing their pension papers through the Employee Portal in advance. This can help them complete the required documentation before retirement.
The digital pension system will also cover pension-related financial payments and verification through the online framework. Its implementation will determine how pension cases are processed through the prescribed digital levels across government offices.
