The NDA has released its Sankalp Patra (Vision Document) for the Bihar Assembly Elections 2025, including ambitious promises such as 1 crore jobs, women and farmer welfare schemes, industrial investment, education reform, and free facilities.
Bihar NDA Manifesto: The NDA released its election manifesto in Patna for the Bihar Assembly Elections 2025. It outlines several ambitious schemes aimed at employment, women, farmers, and youth welfare for the state's residents. BJP President JP Nadda, Chief Minister Nitish Kumar, Union Ministers, and top leaders from JDU, LJP, HAM, and RLM were present on the occasion. They detailed their commitments for Bihar's development and public welfare in the Sankalp Patra.
The NDA's Sankalp Patra places special emphasis on employment, industrial development, agricultural investment, urban connectivity, education, and free facilities. This document will serve as a guide for schemes and benefits for every section of society in Bihar.
Plan for 1 Crore Jobs in Bihar
The NDA has promised 1 crore government jobs. To achieve this, mega skill centers will be established in every district. Bihar will be developed as a global skilling center, providing employment opportunities for youth at both national and international levels.
The Chief Minister's Women Employment Scheme will be implemented for women. Under this scheme, women will be provided financial assistance of up to Rs 2 lakh. Under the 'Mahila Mission Karorpati' (Women Millionaire Mission) scheme, special efforts will be made to ensure business success for identified women entrepreneurs.
Various professional groups from the Extremely Backward Classes will receive assistance of Rs 10 lakh. For this, a high-level committee will be formed, headed by a retired Supreme Court judge. The committee will evaluate the social and economic status of the Extremely Backward Classes and provide suggestions to the government for their empowerment.
Farmers to Receive Annual Honorarium

Under the Karpuri Thakur Kisan Samman Nidhi, each farmer will be provided with an annual sum of Rs 3,000. The total benefit will be up to Rs 9,000.
An investment of Rs 1 lakh crore will be made in agri-infrastructure to boost the state's agricultural productivity and exports. Procurement of major crops at MSP will be ensured at the Panchayat level.
Under the 'Matsya-Dugdha Mission' (Fisheries-Dairy Mission) scheme, fish farming farmers will receive a benefit of Rs 9,050. Under the Bihar Dairy Mission, chilling and processing centers will be established in every block. Five mega food parks will be developed, and the target is to double agricultural exports. The NDA aims to achieve self-sufficiency in pulse production by 2030.
Metro and New Air Services in Cities
Urban connectivity has been prioritized in the NDA's Sankalp Patra. 7 new expressways will be constructed, and 3,600 km of rail tracks will be modernized. The Amrit Bharat Express and Namo Rapid Rail services will be expanded. Metro services will be launched in four new cities.
A greenfield city will be constructed in 'New Patna'. Satellite townships will be developed in major cities. The birthplace of Maa Janaki will be developed as a world-class spiritual city 'Sitapuram'.
A greenfield international airport will be developed near Patna, and international airports will be developed in Darbhanga, Purnia, and Bhagalpur. Domestic flights will commence from ten new cities, enhancing convenience for both travel and trade.
Under the Developed Bihar Industrial Mission, an industrial revolution is targeted with an investment of Rs 1 lakh crore. A Developed Bihar Industrial Development Master Plan will be prepared. State-of-the-art manufacturing units will be established in every district, and ten new industrial parks will be created.
Under the New-Age Economy, the target is to attract an investment of Rs 50 lakh crore. This will create new employment opportunities in the state and strengthen Bihar's economic position. This scheme will provide significant opportunities for youth and entrepreneurs.
Health, Education, and Free Facilities
The NDA has promised several benefits for the public under free facilities. These include free electricity up to 125 units, free medical treatment up to Rs 5 lakh, and 50 lakh new pucca houses. These schemes are designed to improve the lifestyle of the poor and needy.
Special attention will be given to the fields of education and skill development. Modern schools and skill training centers will be established in every district.
