Rule of Law is the Soul of Development — Om Birla
The Lok Sabha Speaker said,
'The rule of law and its effective implementation are the fundamental basis of economic development. Laws and policies formulated by the legislature can only be made meaningful when civil servants and police officers implement them honestly.'
Addressing the young IPS officers, he urged them to reflect the spirit of the Constitution in every decision they make while fulfilling their duties. The Constitution is not merely a document; it is the soul of India's democracy and justice system. The spirit of public service is embedded in every article of it, which we must actualize through our actions.
Message of 'Dedication' to Young IPS Officers
Addressing the young IPS officers of the country, Om Birla stated that they should not view their duties merely as obligations, but as an "opportunity for public service." Your decisions and actions directly impact the lives of the public. Therefore, the spirit of service and dedication must be maintained within you.

He emphasized that for a true officer, honesty, transparency, and patriotism are the greatest assets. An officer who works with dedication towards the public earns the trust and respect of the people. This is the true achievement.
Let the Spirit of the Constitution Guide
Emphasizing the importance of the Indian Constitution, the Lok Sabha Speaker said that after years of intensive discussion and deliberation, the Constituent Assembly prepared a document that continues to be a source of inspiration not only for India but for the entire world. Our Constitution is based on the principles of justice, liberty, equality, and fraternity. Our greatest responsibility is to implement it in its true spirit.
He reminded the young officers that their conduct should reflect the spirit of public service advocated by Dr. Bhimrao Ambedkar. The role of law and order services is extremely crucial in realizing the social justice and equality envisioned by Babasaheb Ambedkar.
Goal of Developed India by 2047
Birla stated that India is moving towards becoming 'Developed India' (Viksit Bharat 2047) by 2047. To realize this vision, the rule of law, good governance, transparency, and public trust are the most essential elements. Economic and social development will only be possible when the administrative machinery functions with honesty and impartiality.
He also added that the roots of democracy will strengthen only when the spirit of law and justice reaches the common citizen. Adherence to the law should not be merely out of fear of punishment, but from a sense of moral responsibility. This will be the hallmark of a developed India.
