The Prime Minister specifically urged youth and women to actively reach the polling booths. According to him, democracy strengthens only when the public shows its own participation.
Prime Minister Modi conveyed a message regarding voting on the social media platform X (formerly Twitter). In it, he wrote, "First Vote, Then Refreshments." Through this message, he clarified that Election Day should not be just a holiday for anyone, but rather a day when citizens fulfill their duty.
Message of Democratic Participation
In his message, Prime Minister Modi also stated that democracy thrives not merely on the constitution or laws, but on public participation. He appealed to voters to prioritize voting, leaving aside unnecessary tasks.
Special Message for Young Voters
In this election in Bihar, a large number of youth are going to cast their first vote. According to Election Commission data, approximately 10.72 lakh new voters will exercise their franchise this time. These include 7.78 lakh young voters in the 18 to 19 age group.

The Prime Minister made special mention of these young voters and said:
"My special congratulations to all my young friends in the state who are going to vote for the first time. Remember - First Vote, Then Refreshments."
By becoming part of the electoral process, young voters feel that the responsibility for the country's development also lies in their hands.
Scope of the First Phase of Voting
In the first phase of the Bihar Assembly Elections 2025, voting is taking place in 121 assembly constituencies across 18 districts.
Voting commenced at 7 AM and will continue until 6 PM. However, due to security reasons, voting hours have been limited to 5 PM at some centers.
In this phase, a total of 3.75 crore voters are exercising their franchise. According to the Election Commission, the total population of these constituencies is approximately 6.60 crore.
In the first phase, the political future of several prominent leaders will be sealed in the ballot boxes. These include:

- BJP leader Samrat Chaudhary
- BJP leader Mangal Pandey
- JDU leader Shravan Kumar
- JDU leader Vijay Kumar Chaudhary
