Prime Minister Narendra Modi inaugurated Kartavya Bhawan-3 in Delhi, a seven-story modern office spanning 1.5 lakh square meters. This building will enhance administrative efficiency, transparency, and coordination by bringing various ministries together in one location.
PM Modi: In a significant step towards modernizing the governance and administrative structure in India's capital, Prime Minister Narendra Modi inaugurated 'Kartavya Bhawan-3' on Wednesday. This state-of-the-art office complex not only integrates various ministries but also sets a new benchmark in energy efficiency, innovation, and sustainable construction.
A New Model of Integrated Governance
Located on Kartavya Path, this vast seven-story building has been constructed primarily to bring the scattered offices of the Government of India together in one place. This building has been prepared under the plan to bring the ministries, which have long been scattered in different parts of Delhi, to a centralized location. The building will house the Ministry of Home Affairs, Ministry of External Affairs, Ministry of Rural Development, Ministry of MSME (Micro, Small & Medium Enterprises), Ministry of Petroleum and Natural Gas, Department of Personnel and Training, and the office of the Principal Scientific Advisor (PSA). Its aim is not only to reduce the geographical dispersion of offices, but also to speed up mutual coordination and decision-making processes.
Structure and Design Features of the Building
Kartavya Bhawan-3 is spread over an area of approximately 1.5 lakh square meters and includes two basements, a ground floor, and six upper floors. This building has been designed keeping energy conservation in mind and is designed in accordance with green building standards.
- Energy Efficiency: This building is designed to consume 30% less energy compared to traditional buildings. It utilizes solar energy and modern ventilation systems.
- Environmental Sensitivity: A zero-discharge waste management system has been implemented in the building. There is also an internal solid waste processing facility.
- Sound and Heat Control: Special glass windows have been installed in the building to help control external noise and heat, making the office environment more peaceful and well-equipped.
An Important Part of the Central Vista Project
Kartavya Bhawan-3 is the first of several modern Common Central Secretariat buildings to be built under the central government's long-awaited Central Vista project. This project seeks to replace old, inconvenient, and energy-consuming government buildings with new, energy-efficient, and centralized structures. The Prime Minister's Office said on the occasion that this transformative project will not only modernize Delhi's old governance system but will also make administrative processes agile, effective and transparent.
Prime Minister Modi's Clear Policy: 'Simplicity and Equality'
On this occasion, Prime Minister Modi gave clear instructions to the officials that they should not make any personal decorations or modifications of any kind in this building. All offices have been prepared with the same design and facilities so that an environment of equality, simplicity and functionality is maintained. This initiative is being considered an important step towards eliminating class distinctions and promoting a spirit of partnership in government offices.
A Glimpse of the Future: More Buildings to be Constructed
Kartavya Bhawan-3 is just the beginning. The government plans to construct similar common office complexes for dozens of other ministries, including the Ministry of Finance, Ministry of Defence, and Ministry of Environment, in the times to come. These buildings will be directly connected to the metro network and public transport, which will not only benefit the employees but also reduce traffic pressure and pollution in the capital.
