Uttarakhand government has reshuffled the departments of six officers, including three IAS officers, following an order issued at the government level. Vijay Kumar Jogdande has been given the responsibility of Additional Secretary, Home, while the Revenue Department has been withdrawn from Anand.
According to the government order, new responsibilities have been assigned to officers, while additional departments have been withdrawn from some officials. Under the administrative reshuffle, the responsibilities of the officers have been reorganised, bringing a new arrangement into the functioning of the concerned departments.
The government order states that the changes in departmental responsibilities have been made based on administrative requirements.
Vijay Kumar Jogdande has been given the responsibility of Additional Secretary, Home. The Home Department is among the important departments of the state government and deals with matters related to law and order, police administration and security.
The Revenue Department has been withdrawn from Anand, resulting in a change in his existing responsibilities. The Revenue Department handles matters related to land, land records, revenue administration and other related issues. Following the administrative order, the concerned officers will now work according to their revised responsibilities.
A total of six officers have been given new or revised responsibilities in the reshuffle, including three IAS officers. The departments of other officers have also been changed. Following the order, all concerned officers have been directed to take charge of their new departments.
Changes in departmental responsibilities at the government level also affect departmental functioning. After assuming new responsibilities, officers have to review pending matters and prepare further action plans according to departmental priorities. Related departments will therefore begin functioning under the revised administrative arrangement.
The officer taking charge of the Home Department will have responsibilities related to law and order. In Uttarakhand, tourism, the Char Dham Yatra, security in border areas, disaster management and law-and-order issues in various districts remain important administrative matters. The priorities that will be taken up with the new responsibility will become clear in the coming period.
The Revenue Department deals with issues including land disputes, digitisation of land records, protection of government land, revenue collection and disposal of revenue-related matters involving the public. Following the withdrawal of the department from Anand, the manner in which its responsibilities are handled will be part of the revised administrative arrangement.
Following the reshuffle, work on the new responsibilities has begun among officers at the Secretariat. Files and pending matters will also be transferred between the concerned departments. Officers will have to familiarise themselves with their new departments and review priority matters before taking the work forward.
The administrative reshuffle may also be discussed at the political level. However, governments generally describe such decisions in terms of administrative requirements and improving efficiency. Transferring an officer from one department to another is part of the regular administrative process.
Following the Uttarakhand government's order, attention will now be on the functioning of officers who have taken charge of their new responsibilities. Vijay Kumar Jogdande's responsibilities in the Home Department and the changes in the Revenue Department will be among the key aspects of the revised arrangement.
