Education: Important information has been released for students in all government, government-aided, unaided private, and local body-run schools in Delhi. The Directorate of Education has issued a notice announcing the annual screening campaign for disability identification. This campaign aims to identify disability-related issues promptly and assist children in their education.

Disability Identification Campaign

The Delhi government aims to identify any educational difficulties faced by each child in a timely manner to provide necessary support. Under this campaign, the Education Department will identify 21 types of disabilities. A special process will be followed in all schools to simplify and make the children's educational journey more accessible.

This campaign is being conducted under the Rights of Persons with Disabilities (RPwD) Act, 2016, to develop and implement appropriate educational programs for children with disabilities.

Detailed Information on the Screening Process

The screening process is divided into two main stages:

1. Stage 1: Initial Screening by the Class Teacher

In this stage, each student will be observed. This will be a preliminary screening where teachers will conduct an initial assessment for signs of disability. Specific attention will be paid to any difficulties the child faces with walking, writing, eating, speaking, and reading/writing. If a teacher observes signs of disability in a child, they will be flagged for the next stage.

2. Stage 2: In-depth Examination by a Special Educator or Counselor

In this stage, a special educator or counselor will conduct a thorough assessment of the student. This examination will be conducted for students flagged by the class teacher. This stage involves evaluating the type and severity of the disability and developing an educational support plan accordingly.

What Schools Need to Do?

  1. Use of PRASHAST Mobile App: Schools must use the PRASHAST mobile app to streamline this campaign. The app will assist in identifying and recording student disabilities.
  2. Obtaining Parental Consent (NOC): Before evaluating any student, schools must obtain a No Objection Certificate (NOC) from parents. This ensures parents are informed about the child's screening and potential interventions.
  3. Creating a List: A list of students exhibiting signs of disability must be prepared. This list will be essential for future treatment and support.
  4. Timely Report Submission: Schools must prepare and submit reports promptly to allow for efficient processing of all student data.

Important Dates

  • April 30, 2025: All teachers must complete their teacher training. This training will provide crucial information on disability identification and support.
  • July 25, 2025: Schools must complete their screening process. Reports must be prepared and submitted to the District Coordinator by July 31, 2025.

  • Difficulties with walking, writing, and eating.
