Jammu and Kashmir Government Implements New Road Safety Policy Aiming for 50% Reduction in Accidents and Fatalities by 2030. Contractors Responsible for Poor Road Conditions Will Be Blacklisted.
Jammu-Kashmir: The Jammu and Kashmir government has notified the Road Safety Policy 2025, with the primary objective of reducing road accidents and fatalities by 50% by 2030. This policy will establish a State Road Safety Council and an accountability mechanism to improve road safety.
Non-Motorized Policy Also to Be Implemented
The government has announced that this policy will give special recognition to non-motorized road users. The aim is to ensure the safety of pedestrians and cyclists. An official spokesperson stated that the government is adopting a comprehensive strategy to prevent road accidents and strengthen road safety measures.
Formation of the State Road Safety Council
Under the new policy, a State Road Safety Council will be formed, chaired by the Minister of Transport. All institutions related to road safety will also be strengthened. A key agency, headed by an officer of the rank of Additional Transport Commissioner, will be created to monitor the implementation of this policy.
Identification of Black Spots Every Six Months
The government also stated that District Rural Development Committees will identify accident-prone areas (black spots) every six months. Appropriate planning, design, and construction techniques will be used to improve these areas and prevent accidents.
Accountability Mechanism for Contractors
The government will establish an accountability mechanism for contractors and consultants responsible for poorly constructed and maintained roads. This will include a blacklisting process to ensure strict action against negligent parties.
Promotion of Public Transport
The government will adopt new measures to promote public transport over private vehicles. Municipal corporations and development authorities have been instructed to levy and progressively increase charges for roadside parking. Furthermore, a new parking policy will be implemented requiring secured parking space before vehicle purchase.
