The Bihar Public Service Commission has issued the notification for the fourth phase of teacher recruitment, TRE-4, under which 32,388 posts will be filled in the Education Department. The application process will begin on September 1 and continue until September 30, 2026, but students protesting over the recruitment process have said the notification does not address all their demands.

The protesting students are demanding removal of the PT-Mains system, effective implementation of the domicile policy in Bihar and transparency in the teacher recruitment process. The Bihar Student Union has written to Chief Minister Samrat Chaudhary, seeking action on these demands.

The students have said that the protest will continue until the government takes a clear decision on their core demands. The TRE-4 recruitment protest has emerged in different phases over the past several months, with candidates raising questions over delays in recruitment, the examination system and transparency in other competitive examinations.

In recent days, Patna's Gardanibagh has remained a major centre of the student movement. The protesters have said they are seeking changes not only in the recruitment advertisement but also in the examination and selection process.

The TRE-4 notification provides for recruitment to 32,388 posts, allowing thousands of teacher candidates to proceed with the application and examination process. However, protesting students have maintained that their demands extend beyond the release of the recruitment advertisement.

The demand to remove PT-Mains is linked to the examination pattern. The protesting candidates want a teacher recruitment process that does not require candidates to appear for multiple examination stages unnecessarily. They have argued that a clearer and simpler selection process would make it easier for candidates to prepare.

The domicile policy issue has already been part of political and social debate in Bihar. The Bihar government had said that the domicile policy for teacher recruitment would be implemented from TRE-4 and TRE-5. The stated objective of the policy was to give priority to residents of Bihar in teacher recruitment.

Student organisations have said that young people from Bihar should receive adequate opportunities in government jobs in the state. They have argued that candidates from the state have been preparing for competitive examinations for a long time and that priority for local candidates in recruitment would directly benefit Bihar's youth.

At the same time, implementation of the domicile policy requires the government to ensure that recruitment eligibility and the process comply with constitutional rules. The actual form of the policy sought by the students will depend on the rules issued by the government and the provisions contained in the recruitment notification.

Following the release of the TRE-4 advertisement, candidates are now awaiting the next stages of the examination process. According to the notification, applications will begin in September. The commission will subsequently issue information on the examination date, examination centres, admit cards and other details.

The protesting students have said the government should not limit its action to starting the recruitment process and should also address their questions regarding the examination system. According to the students, the movement will continue if no decision is taken on the demand to remove PT-Mains.

The Bihar Student Union's letter to Chief Minister Samrat Chaudhary is part of its efforts to seek an official response from the government. The union wants the government to clarify its position on the students' demands. The students have said they are ready for discussions with the government but want concrete decisions instead of assurances.

The TRE-4 protest also includes issues beyond the examination itself. Students have raised questions concerning transparency in other competitive examinations, timely conduct of examinations and completion of pending recruitment processes. These issues have also been raised in recent student protests.

The student movement in Patna has also become part of political discussions. Opposition leaders have raised questions about student and youth issues with the government. TRE-4 has therefore become part of the broader debate over youth issues and the government recruitment system in Bihar.

The government faces the task of moving the recruitment process forward while addressing the complaints raised by candidates. Students have said they have been preparing to become teachers for a long time and want the recruitment process to be completed on time under clear rules without uncertainty during selection.

After the notification, candidates will need to prepare for the application process within the prescribed period. Before applying, candidates will need to check their educational qualifications, eligibility for the relevant post and other required documents against the official notification.

The next course of the student movement will depend on the government's response. Students have said that they will continue their protest if there is no concrete decision on demands including PT-Mains and the domicile policy.

TRE-4 provides for recruitment to 32,388 posts, while the students continue to demand changes in the examination system, effective implementation of the domicile policy and transparency in recruitment. The Bihar Student Union has raised these issues in its letter to Chief Minister Samrat Chaudhary and sought a clear decision from the government.
