GCCI Appeals for Extension of ITR Filing Deadlines Due to Technical Issues and Delays

The Gujarat Chamber of Commerce and Industry (GCCI) has written to the CBDT requesting an extension of the deadlines for ITR filing and Tax Audit Report submission. The organization states that delayed form releases, technical glitches in the portal, and slow internet speeds are posing significant challenges for taxpayers and professionals.

ITR Filing 2025: The deadline for filing Income Tax Returns (ITR) may be extended again. The Gujarat Chamber of Commerce and Industry (GCCI) has appealed to the Central Board of Direct Taxes (CBDT) to extend the deadline. The GCCI states that ITR forms and utilities were released late, internet connections are slow in many areas, and technical glitches persist on the portal. In such a situation, the current deadlines of September 15 and September 30 are putting additional pressure on taxpayers and tax professionals.

Government Has Already Provided Relief

The government had already extended the last date for filing ITR for taxpayers not subject to audit from July 31 to September 15, 2025. However, the GCCI says that this relief is not enough. They argue that necessary forms were not available until August, leaving taxpayers without sufficient time to file.

Frequent Changes in Utility Increased Difficulty

The GCCI stated that frequent changes were made to the utilities released by the Income Tax Department. This made it difficult for tax professionals to prepare client data and file returns. Slow internet connections in many areas have also exacerbated the problem. The organization says that in these circumstances, it is necessary to extend the deadlines for both ITR filing and Tax Audit Report submission.

Delay in ITR-5 Increased Pressure

Taxpayers generally get several months to file their returns. However, the situation has been different this time. The ITR-5 utility, which is necessary for entities such as firms, LLPs, trusts, AOPs, and BOIs, was released on August 8, 2025. After this, the deadline for non-audit cases remained September 15. That is, less than a month was given. The GCCI says that in such a short time, it is extremely challenging for firms and professionals to gather financial data, ensure the accuracy of calculations, and file returns on time.

Technical Issues of the Portal

Taxpayers and tax professionals have also complained about the technical glitches of the Income Tax e-filing portal. The biggest problems among these are:

  • Difficulties in uploading returns and audit reports.
  • Data in Form 26AS, AIS, and TIS not being updated or mismatched.
  • Slow speed of the portal, delays in page loading, and session timeouts.
  • Utility not working on the updated version of the system many times.

These problems are disrupting the filing process. Tax professionals say that when thousands of returns are uploaded at the same time, the system often starts showing errors.

When Were ITR Forms Released?

This time ITR forms and utilities were released later than usual.

  • ITR-1 to ITR-4: Between May and July 2025.
  • ITR-5: August 8, 2025.
  • ITR-6 Excel Utility: August 15, 2025.
  • ITR-7: Not yet released.
  • Audit Forms 3CA-3CD and 3CB-3CD: July 29, 2025.

The GCCI says that after the forms were released so late, taxpayers did not get enough time to meet the deadline.

Current Deadlines

Currently, the last dates for ITR filing and Tax Audit Report are as follows:

  • September 15, 2025: For taxpayers not subject to audit.
  • September 30, 2025: Last date for submitting the Tax Audit Report.
  • October 31, 2025: ITR deadline for companies, partnership firms, and cases subject to audit.
  • November 30, 2025: For cases involving international transactions or specified domestic transactions.

Appeal to CBDT

For these reasons, the organization has appealed to the CBDT to extend the date for ITR filing and Tax Audit Report. The GCCI believes that doing so will not only provide relief to taxpayers but also make it easier for professionals to file returns accurately and on time.
