Step 3: Targeted Dialogue
When the IOC believes that a country or city is serious about hosting and its preparations are robust, it is invited for a targeted dialogue. Several crucial aspects are discussed in this process, such as:
- Estimated cost of the event
- Environmental Impact
- Support from the local population
- Infrastructure and security arrangements
The IOC's Future Host Commission conducts a thorough study of all these points and prepares a report.
Step 4: Voting and Selection
If more than one country bids for a particular year, the IOC conducts a final vote. During this:

- Following this, IOC members vote through a secret ballot.
- The country that receives a majority then signs the Host City Contract with the IOC.
