A new residential colony is proposed to be developed in Moradabad under the Chief Minister Urban Expansion Scheme. The Moradabad Development Authority (MDA) plans to develop the scheme on around 100 hectares of land along Kanth Road. A survey is scheduled to be completed within the next 15 days, after which the proposal will be sent to the state government.
The MDA has identified land in the areas of Kajipura, Mehalakpur-Nizampur, Salempur and Agwanpur for the proposed residential scheme. A survey of around 500 hectares of land surrounding the proposed scheme area will be conducted to assess land status, circle rates and the availability of large landholdings.
The MDA is preparing to prioritise large landholdings instead of smaller plots so that the scheme can be developed as an integrated project. The survey is expected to be completed within the next 15 days, following which the proposal will be submitted to the state government. Development of the scheme will proceed based on government approval and the subsequent process.
The proposed residential scheme will include plots for housing as well as land for commercial activities and essential public facilities. Provisions have been proposed for hospitals, educational institutions, sports facilities and commercial plots.
Residential plots are planned to range from around 112 square metres to 300 square metres. In addition, 10% of the housing will be reserved for the economically weaker sections (EWS). Group housing will not be included in the scheme.

The MDA has decided to keep group housing out of the new scheme because apartments already developed in some parts of the city have not recorded the expected sales. Instead, the scheme will focus on plot-based residential development.
The proposed scheme will be developed from Kanth Road towards Kajipura and will be located around 1.5 kilometres from Guru Jambheshwar University. A separate road master plan will be prepared to connect the scheme with the ring road.
There is currently no direct link road connecting the proposed area with the ring road. The road network will therefore be planned keeping future traffic requirements in view, with the proposed network intended to connect the new colony with other parts of the city and major routes.
The new MDA scheme comes as the authority is yet to complete land acquisition for some of its existing residential projects. Of the 250 hectares planned for the Shivalik Residential Scheme, 105 hectares have been acquired so far. In Govindpuram Phase-II, half of the land required for the proposed 500 plots has been acquired.
Around 300 plots have been proposed in Sahyadri Phase-II, where possession issues have also emerged on some parcels of land. At the same time, demand for residential plots in developed areas remains high. Around 1,600 applications were received for approximately 500 plots in Govindpuram, while Sahyadri Phase-I received around four times as many applications as the 619 plots on offer.
In view of this demand, the MDA is conducting a survey and detailed assessment of land availability for the proposed new scheme along Kanth Road.
