New Guidelines Ban Clinical Practice, NPA for Medical College Principals & Superintendents

The Medical Education Department has introduced significant changes by issuing new guidelines for appointments to the posts of Principal and Superintendent in government medical colleges. Officers holding these positions will now be prohibited from engaging in clinical practice and will not receive the benefit of Non-Practicing Allowance (NPA). Furthermore, age limit and administrative efficiency will be considered crucial in the selection process.

Sikar. The Medical Education Department has implemented extensive changes in the appointment process for Principals and Superintendents in all government medical colleges across the state. Under the new policy, officers holding these positions will not be able to engage in any form of clinical practice and will not receive the benefit of Non-Practice Allowance (NPA). The department has clarified that the maximum age limit for the Principal's post has been set at 57 years, while academic proficiency, administrative experience, and leadership skills will be prioritized in the selection. 

This change will directly impact several medical colleges, particularly Sikar Medical College. The current Principal and Superintendent of the college do not conform to the new eligibility criteria, thus, the process of appointing new officers is likely to begin soon. The department believes that this step will enhance administrative transparency and efficiency in medical colleges.

'Administrative Role to Be More Strict and Professional'

The Medical Education Department in Rajasthan has implemented new guidelines for the appointment of Principals and Superintendents in government medical colleges, under which officers holding these positions will no longer be able to engage in any clinical practice and will not receive the benefit of NPA. According to the department, this change has been made with the aim of enhancing administrative quality, transparency, and accountability. As per the new rules, officers above 57 years of age will not be eligible to become Principals, while administrative efficiency, leadership skills, and teaching experience will be prioritized in the selection. This will impact several medical colleges, including Sikar.

Guidelines Issued 

The Rajasthan Medical Education Department has implemented new criteria, completely restructuring the appointment process for Principals and Superintendents in medical colleges. Now, only senior professors who have served for at least five years and successfully cleared the selection panel's interview will be appointed as Superintendents. Their tenure has been set for a maximum of three years, which can be extended by an additional two years with the approval of the state government. The Superintendent will have to submit a declaration stating they will not avail the Non-Practice Allowance and will not be assigned academic responsibilities such as HOD or Unit Head under any circumstances, to enable them to focus solely on hospital management. 

Meanwhile, the eligibility criteria for the Principal of a medical college have also been made stringent. Only those doctors who have served as an HOD (Head of Department) or department head for at least three years in a government or central medical college will be appointed to this post. The maximum age for a Principal has been set at 57 years and they can be transferred to any college in the state if required. The objective of the new guidelines is to strengthen administrative discipline, academic leadership, and transparency, which will directly impact the functioning of all medical colleges in the state.
