According to intelligence reports, the attack was planned by Saifullah Kasuri, the deputy chief of Lashkar-e-Taiba. The first meeting regarding the attack took place in February, where Kasuri briefed five terrorists on their mission.

How the Plan Began?
Lashkar's deputy chief, Saifullah Kasuri, met with Abu Musa, Idris Shaheen, Mohammad Nawaz, Abdul Rafa Rasool, and Abdullah Khalid. This meeting formulated the Pulwama attack plan. Saifullah received orders from the Pakistani intelligence agency, ISI. Following this, the terrorists executed their plan.
The Pakistan Army Connection
Saifullah visited a Pakistan Army camp where he was received by a colonel stationed in Bahawalpur. Furthermore, Saifullah and his fellow terrorists delivered inflammatory speeches at an event held in Pakistan-occupied Kashmir on April 18th. Photographs and videos of these terrorists have emerged, highlighting the Pakistani connection to the conspiracy.
