Bihar: A surprising case has come to light in Rohtas district of Bihar, where a residency certificate application was filed in the name of a cat. The applicant's name was recorded as Cat Kumar, the father's name as Catty Boss, and the mother's name as Katiya Devi, while the picture attached to the application was also that of a cat. The investigation found the application to be completely fake, after which the administration registered an FIR and handed over the investigation to the cyber cell.

Shocking case from Rohtas

A unique case of administrative negligence has come to light in Rohtas district of Bihar, where a residency certificate application has been filed in the name of a cat. In this, the applicant's name was recorded as Cat Kumar, the father's name as Catty Boss, and the mother's name as Katiya Devi. The picture attached to the application was not of a human, but of a cat. This episode not only raises questions about the functioning of the local administration, but also raises serious doubts about the monitoring capacity of the online service system.

Fraud exposed in investigation

This application was registered on the RTPS (Real-Time Public Service) portal of Bihar on July 29, 2025, in which the address was written as Village Atimiganj, Ward No. 07, Post Mahadeva, Police Station Nasriganj, District Rohtas and the purpose was written as Study. Kaushal Patel, revenue employee of Nasriganj Anchal, found during the investigation that all the information recorded in the application and the picture affixed were fake. Initial investigation revealed that this attempt was made with the aim of tarnishing the image of the government system and misusing the technical platform.

Strict action by the administration

As soon as the fraud was confirmed, an FIR was registered against unknown persons at Nasriganj police station for obstructing government work, conspiracy and misuse of technology. Taking the matter seriously, the administration has handed over the investigation to the cyber cell, so that the IP address and mobile number of the applicant can be traced. Officials have been instructed to ensure thorough investigation of such applications in the future and direct responsibility will be fixed for any negligence.

Such cases have happened before

This incident is another example in the series of many bizarre cases that have come to light on the RTPS portal of Bihar. Earlier, a residence certificate was issued in the name of Dog Babu in Masaurhi, Patna, in which the father's name was recorded as Kutta Babu and the mother's name as Kutiya Babu. In East Champaran, an application was made in the name of Sonalika Tractor with a picture of Bhojpuri actress Monalisa. Recently, applications were also filed in Khagaria in the name of Lord Shri Ram, Sita and a crow. These incidents have raised serious questions about the verification process of the portal.

Opposition attack and discussion on social media

On the continuous occurrence of such cases, the opposition parties have targeted the government, calling it the failure of the administration. The opposition says that when certificates can be made in the name of cats and dogs, it is a direct question on the credibility of the e-governance system. This matter is also becoming rapidly viral on social media. Users are jokingly writing that if Cat Kumar can get a residence certificate, then soon Billi Mausi will also get a ration card. Many people are seen saying that the RTPS system needs an anti-virus.
