Delhi CM Rekha Gupta Announces Development Priorities, RBI Agreement in Assembly

Delhi Chief Minister Rekha Gupta on Friday announced the government’s priorities and development plans while addressing the Legislative Assembly, stating that budgetary constraints would no longer hinder development works. She outlined the expansion of Arogya Mandirs, pollution control, improvements in health services, and a transition towards electric vehicles as key priorities of her government.

The Chief Minister told the House that her government keeps Delhi residents informed about every scheme and objective. She said pollution control remains the most critical challenge for the national capital and cannot be ignored. As part of this effort, construction of 1,100 Arogya Mandirs across Delhi is being expedited. She added that recruitment of new nursing staff to strengthen health services has already been completed.

Addressing concerns over pollution in the Yamuna River and waste discharged from drains, Gupta said work is underway on treatment of drains flowing into the river along with improvements to the sewage system. She assured the House that her government is committed to fulfilling every promise made in its manifesto.

Gupta said road repairs and infrastructure development are being carried out in a phased manner. She stated that development works cannot be completed overnight and are therefore being implemented in an organised way, with focused attention on road improvement, drainage, and urban basic facilities.

 

Emphasising clean and green transport, the Chief Minister said the government aims to make Delhi’s public transport fully electric. She said the number of electric buses is being increased and that the city’s transport system will gradually transition to electric vehicles. According to her, this will support pollution control and ensure comfortable and safe travel for passengers.

She further said the government has decided to develop supporting infrastructure for electric vehicles, including charging stations, battery support systems, and vehicle maintenance facilities, with the objective of making Delhi’s public transport clean and sustainable in the coming years.

Making a key financial announcement, Gupta said the Delhi government has signed a memorandum of understanding with the Reserve Bank of India under which the RBI will act as the government’s official banking and financial agent. She said the agreement would enable the government to access loans at lower interest rates for capital expenditure.

Gupta said surplus funds would now be managed by the RBI and informed the House that Rs 15,000 crore has already been deposited in a public account for use in capital expenditure and development योजनाओं. She said no development work would now be stalled due to lack of budget.

During her address, the Chief Minister criticised the Aam Aadmi Party, alleging that it is uncomfortable with a woman Chief Minister and that her speeches are being selectively edited to circulate misleading videos. She said such conduct is against democratic values and the interests of Delhi’s development.

Gupta said her focus remains on the welfare of Delhi’s residents and the city’s development, adding that work related to health, pollution control, and transport improvement will not be affected by political pressure.

She reiterated that health and the environment remain top priorities of her government, stating that construction of 1,100 Arogya Mandirs and the appointment of new nursing and health staff will improve healthcare delivery. She added that measures related to sewage management, drain cleaning, and river conservation are being implemented to protect the environment and improve public health and living standards.
