Jharkhand High Court Bans Pressure Horns, Flag Rods, Multi-Tone Horns, and Extra Lights on Vehicles in the State. Loudspeakers Banned from 10 PM to 6 AM.
Jharkhand: Taking road safety, noise pollution, and violation of rules seriously, the Jharkhand High Court has issued a landmark order. The court has directed the state government to ensure that vehicles fitted with pressure horns, multi-tone horns, flag rods, and extra lights are not allowed to ply on the roads in Jharkhand. The court clarified that this order will apply equally to all citizens, political organizations, and religious communities.
What Did the Court Say?
In its order, the division bench of the Jharkhand High Court stated that pressure horns and multi-tone horns fitted in vehicles are banned on the roads of the state. The court strictly instructed the administration to remove such horns with immediate effect and completely stop their production, distribution, and use.
Ban on Extra Lights and Flag Rods Too
The court also stated in its order that extra lights, especially red and blue lights that resemble those of emergency vehicles (such as ambulances or fire brigades), should also be completely removed. Operating such vehicles by the general public is not only illegal but can also be confusing for the public.
The court has also taken a strict stance on flag rods. The court clarified that if unauthorized flags or flag rods have been installed in vehicles in the name of affiliation with any political party, organization, or religious group, they should be removed immediately.
Compliance with Flag Code and Motor Vehicle Act Mandatory
The court ordered that the Flag Code of India be strictly followed in the state of Jharkhand. Along with this, the Central Motor Vehicles Rules 1989 and the Noise Pollution (Regulation and Control) Rules 2000 should be strictly adhered to. The court says that this is essential to maintain law and order and bring discipline on the roads.
Order on Loudspeakers Too
The High Court also clarified in its order that the use of loudspeakers in Jharkhand will be completely prohibited from 10 pm to 6 am, unless special permission is obtained for it. The court has asked the administration to ensure that this order is not violated and strict action is taken against the culprits.
Responsibility of the Administration Fixed
The court has directed the Jharkhand government to immediately establish a monitoring mechanism to ensure compliance with all these orders. Under this, the police, transport department, and local administration will have the joint responsibility to ensure that prohibited devices and symbols are not used anywhere.
