Indian Parliament's Monsoon Session 2025: Key Bills, Discussions, and Disruptions

The Monsoon Session of the Indian Parliament in 2025 ran from July 21st to August 21st. This was the 5th session of the 18th Lok Sabha and the 268th session of the Rajya Sabha. The session, which lasted a total of 32 days, saw parliamentary proceedings disrupted on numerous occasions, preventing extensive discussion on several important issues.

New Delhi: The Monsoon Session of Parliament has concluded. The 5th session of the 18th Lok Sabha and the 268th session of the Rajya Sabha commenced on July 21st and concluded on August 21st. The session began controversially, with Vice President Jagdeep Dhankhar resigning on the first day. Subsequently, Deputy Chairman Harivansh Narayan Singh oversaw the proceedings of the Rajya Sabha for the duration of the session.

The House conducted business for a total of 32 days during this session, with 21 sittings. 14 bills were introduced in the Lok Sabha, of which 12 were passed. Meanwhile, 15 bills were passed or withdrawn from the Rajya Sabha, including the Income Tax Bill, which the government withdrew.

Key Proceedings of the Lok Sabha and Rajya Sabha

The session's commencement was fraught with controversy. Vice President Jagdeep Dhankhar resigned on the first day. Following this, Deputy Chairman Harivansh Narayan Singh led the proceedings of the Rajya Sabha. A total of 21 sittings took place throughout the session, during which numerous bills were introduced and passed in both the Lok Sabha and Rajya Sabha. 14 bills were introduced in the Lok Sabha, of which 12 were passed.

Meanwhile, a total of 15 bills were passed or withdrawn from the Rajya Sabha. This included the Income Tax Bill, which the government withdrew. The longest and most significant discussion during the session concerned Operation Sindoor.

  • In the Lok Sabha: Discussions took place for 18 hours and 41 minutes on July 28th and 29th, with 73 members participating. The Prime Minister answered questions from members.
  • In the Rajya Sabha: Discussions took place for 16 hours and 25 minutes on July 29th and 30th, with 65 members participating, and the Home Minister presented the response.

Additionally, a resolution extending President's Rule in Manipur for six months from August 13th was also passed during this session.

Key Bills and Legislation

  1. Review of the Income Tax Act: The Income Tax Bill 2025 was introduced in the Lok Sabha on March 13th. It was referred to a Select Committee for examination. The committee's report was presented on July 21st, after which the government accepted all the recommendations and decided to withdraw the bill.
  2. National Sports Administration Bill: The National Sports Administration Bill 2025 was passed in this session. Its aim is to formulate plans for the development of sports and the welfare of athletes.
  3. Control over Online Gaming: The Online Gaming Advertising and Regulation Bill 2025 was also passed. Under this, online money games were banned while promoting e-sports, educational games, and social gaming.

Incomplete Discussion on Space Program

In the Lok Sabha, a discussion on the achievements of India's first astronaut on the International Space Station, Shubhanshu Shukla, and the developed India's space program by 2047 commenced on August 18th. However, the discussion could not be completed due to disruptions in the House. Throughout the Monsoon Session, both Houses witnessed frequent disruptions.

  • Rajya Sabha Productivity: Approximately 39%

Out of a total of 120 hours available, the Lok Sabha could only conduct discussions for 37 hours, and the Rajya Sabha for 41 hours and 15 minutes. Several important bills were passed during the Monsoon Session 2025, and special discussions were held on certain issues.
