Mohammed Ilyas, a Yamuna Vihar resident, had petitioned for an FIR against Kapil Mishra, former BJP MLA Jagdish Pradhan, BJP MLA Mohan Singh Bisht, and others. Ilyas claimed sufficient evidence indicated their involvement.
