India, Sri Lanka, UAE Sign Trilateral Agreement to Develop Trincomalee as Energy Hub

Several significant agreements were signed during bilateral talks between Prime Minister Narendra Modi and Sri Lankan President Ranil Wickremesinghe, elevating India-Sri Lanka relations to new heights.

Colombo: Following recent high-level bilateral talks in Colombo between Prime Minister Narendra Modi and Sri Lankan President Ranil Wickremesinghe, seven major agreements were signed across energy, defense, digital, and health sectors. The most significant outcome of this meeting was a trilateral agreement between India, Sri Lanka, and the UAE to develop Trincomalee as an energy hub.

Trincomalee's Strategic Importance

Sri Lanka's Trincomalee coastal district, with its deep natural harbor and energy infrastructure, is crucial for strengthening India's strategic position in the northeastern Indian Ocean. The plan to develop this area as an energy hub is seen as a strategic initiative by India in response to China's growing influence, particularly Sinopec's $3.7 billion investment.

India-Sri Lanka-UAE Trilateral Partnership

The UAE's participation significantly strengthens this deal. Under the trilateral agreement:Multi-product pipelines and other energy facilities will be developed in Trincomalee.India has also agreed to expand the Trincomalee oil tank farm.The UAE is involved in its first-of-its-kind energy project in this region.

Key Agreements and Announcements

Seven MoUs were signed – covering energy, digital, defense, health, and Buddhist heritage sectors.India will train 700 Sri Lankan citizens annually.A $100 million loan will be converted into a low-interest grant.Relics of Lord Buddha will be displayed in Sri Lanka during the International Vesak Day in 2025.India will provide grants for the Thirukonamalai Temple in Trincomalee, the Sita Eliya Temple in Nuwara Eliya, and the sacred city complex in Anuradhapura.5000 solar rooftop units will be installed at Sri Lankan religious sites.

Temperature-controlled warehousing facilities will be built in Dambulla.

This deal comes at a time when Sri Lanka recently signed an agreement with China's Sinopec for a refinery in Hambantota. India aims to limit China's potential influence in northern and eastern Sri Lanka through this new initiative. India and the UAE had already agreed on joint development projects in third countries in 2018. Further B2B discussions will elaborate on the UAE's role in this trilateral plan. This project will proceed with joint participation from government and private entities.
