Bihar: The Special Intensive Revision (SIR) campaign being conducted by the Election Commission in Bihar is experiencing considerable success. In just 16 days, over 66% of voters have filled and submitted their enumeration forms. Millions of volunteers and Booth Level Officers (BLOs) are involved in this process. This exercise is being undertaken to rectify the voter list and make the voting system transparent before the upcoming assembly elections.
What is SIR and why is this revision happening?
SIR, or Special Intensive Revision, is a process by the Election Commission to update the voter list and correct errors. In this, each voter is required to fill a prescribed form (enumeration form), which collects their personal information, address, and details of family members.
The objective of this process is to ensure that the voter list does not include duplicate names, names of deceased individuals, or fake names. In addition, the process of including newly eligible voters in the list is being expedited.
Record forms submitted in 16 days
This campaign in Bihar began on June 24th. The Election Commission released figures up to the evening of July 10th. According to these figures, 52,244,956 voters have submitted their enumeration forms so far.
This figure represents approximately 66.16 percent of the total voters in the state. The total number of voters in Bihar is 78,969,844. This means that more than two-thirds of the work has been completed in just 16 days, while 15 days remain until the final date.
Cooperation from BLOs and Agents deployed at each booth
A large number of people are involved in this exercise by the Election Commission. 77,895 Booth Level Officers (BLOs) are working across the state. In addition, 20,603 additional BLOs have been specially appointed.
Approximately 4 lakh volunteers are participating in this process. Along with this, recognized political parties have also deployed 156,000 booth level agents at their level, who are assisting the BLOs. This widespread participation is accelerating the process and proceeding in an organized manner.
Distribution of Enumeration Forms and Accountability
The Election Commission printed 79 million enumeration forms for the SIR. Of these, approximately 77.1 million forms have been distributed to the voters so far. This is approximately 98 percent of the total printed forms. While the Election Commission is putting its full force into updating the voter list, opposition parties are questioning the entire process. Some opposition parties have described SIR as a census and have approached the Supreme Court against it. According to them, this process may be used for electoral advantage.
