The controversy surrounding the Lok Sabha membership of Leader of the Opposition Rahul Gandhi has intensified after Bharatiya Janata Party Member of Parliament Nishikant Dubey submitted a notice seeking his suspension and termination of membership. The development has triggered political reactions within and outside Parliament. Opposition parties have described the move as an attempt to suppress a democratic voice, while the ruling party has stated that maintaining the dignity of Parliament is essential.
The notice was submitted following recent remarks by Rahul Gandhi in which he raised questions regarding the India-US trade deal and the Union Budget. Citing these statements, Nishikant Dubey has levelled allegations against him.
In the notice filed with the Lok Sabha Secretariat, Dubey has accused Rahul Gandhi of using unparliamentary language. The notice states that he made allegations against the government without substantiated facts and violated the decorum of the House. Dubey has said that a person holding a constitutional position such as Leader of the Opposition must exercise particular caution in language and expression. According to him, the speech was against the rules and adversely affected the dignity of Parliament.
The dispute is linked to a speech in which Rahul Gandhi questioned the India-US trade deal. He stated that such international trade agreements could affect small traders, farmers and the middle class. He alleged that the government was taking decisions keeping large corporate interests in mind while ignoring concerns of the general public. Members of the ruling party described these statements as misleading and said that facts were being distorted.
Rahul Gandhi also raised questions regarding the Union Budget, stating that issues such as employment, inflation and social security had not been prioritised. According to him, the Budget failed to address the needs of the general public. BJP members have said that these remarks exceeded the limits of political criticism and have sought action on that basis.
During his speech in the Lok Sabha, Rahul Gandhi compared politics to martial arts, stating that just as there is grip and choke in sport, certain forces exert pressure in politics. Union Parliamentary Affairs Minister Kiren Rijiju objected to the use of such expressions, stating that such words were not acceptable on the floor of the House. Following this objection, the process of issuing a notice regarding the speech accelerated.
The notice submitted by Nishikant Dubey has been filed under Rule 380 of the Rules of Procedure of the Lok Sabha. It states that Rahul Gandhi used unparliamentary expressions and hurt the dignity of the proceedings of the House. If the matter proceeds as a question of breach of privilege, action including suspension or other measures may be taken under parliamentary rules if the breach is established.
The notice also seeks expunction of certain portions of Rahul Gandhi’s speech from the official records of the House. BJP members have stated that the allegations made in the speech are not factual and affect the dignity of Parliament. The Lok Sabha Secretariat will examine the notice, and the Speaker will decide on further action.
When asked by journalists about the breach of privilege notice, Rahul Gandhi responded in a sarcastic tone, stating, “Do they give you keywords?” The remark has drawn attention. Congress leaders have said that the government is targeting the Leader of the Opposition to avoid answering questions.
Rahul Gandhi had previously lost his membership in 2023 following a two-year sentence awarded by a Surat court in a case related to a speech delivered in Kolar, Karnataka, during the 2019 Lok Sabha election campaign. After the conviction, his Lok Sabha membership was cancelled. Subsequently, following relief from a higher court, his membership was restored. The renewed discussion regarding his membership has led to heightened political exchanges.
