India and Russia have approved an MoU for cooperation in the civilian nuclear energy sector and the military logistics RELOS agreement. This will strengthen the energy and security sectors through reactor construction at Kudankulam, small modular reactors, and technical cooperation.
India-Russia Meet: A significant step has been taken to deepen cooperation in the civilian nuclear energy sector between India and Russia. The Russian Cabinet has approved the signing of a Memorandum of Understanding (MoU) during President Vladimir Putin's visit to India on December 4-5. This move is considered crucial for further strengthening cooperation between the two countries in the energy and technology sectors. According to Indian media, Russia's state nuclear energy company 'Rosatom' has been authorized to sign this MoU with relevant Indian officials.
New Initiative for Reactor Construction at Kudankulam
Rosatom is constructing several reactors under the Kudankulam Nuclear Power Project in Tamil Nadu. Under this new MoU, the company will also share proposals with the Indian side for the construction of Small Modular Reactors and other technical cooperation. Kremlin spokesperson Dmitry Peskov stated that Rosatom CEO Alexey Likhachev is visiting India and will present detailed cooperation proposals at the summit in New Delhi.

Previous reports also stated that Rosatom is prepared for the localization of Russian-designed advanced reactors in India. This implies that the participation of Indian experts in technical manufacturing and operation in India will increase, and the development of the country's nuclear energy sector will accelerate.
Russia's Major Military Logistics Agreement
Russia's State Duma also approved a major military logistics agreement with India a few days before Putin's visit to India. This agreement is named Reciprocal Exchange of Logistics Support (RELOS). The agreement was signed on February 18, and recently Prime Minister Mikhail Mishustin submitted it for approval.
State Duma Speaker Vyacheslav Volodin said that this step demonstrates the strength of the strategic partnership between the two countries. He described India-Russia relations as "strategic and comprehensive" and stated that the ratification of this agreement is another step towards deeper cooperation.
Significance of the RELOS Agreement
Under the RELOS agreement, both countries will be allowed to jointly use each other's military facilities. This includes aircraft, ships, and other formations. Through this, activities such as joint exercises, training programs, humanitarian operations, and disaster-relief missions can be carried out.
