Railway Board Clarifies Two-Year Service Rule for Employee Promotions

Thes, allowing the required service to be completed within the prescribed vacancy assessment cycle. Separate provisions apply to Selection and Non-Selection Posts, while qualifying Ad-hoc Service without a break may also be counted.

The Railway Board has clarified the two-year minimum service requirement for employee promotions. Employees who complete the required service within the prescribed vacancy assessment period will be considered eligible for the promotion process.

The Railway Board has clarified that employees will not be considered directly ineligible if they have not completed two years of regular service by the date on which the promotion process begins. The required service period must instead be completed within the relevant vacancy assessment cycle.

In an order issued on August 10, the Railway Board stated that the two-year minimum service, or residency period, can be completed within the prescribed vacancy assessment period. The clarification applies to promotion processes currently underway and those to be conducted in the future.

For Selection Posts, promotion is based on a written examination and eligibility. For these posts, the two-year service requirement must be completed within the 15-month vacancy assessment cycle.

For Non-Selection Posts, promotion is based on seniority and service records. For these posts, the two-year minimum service must be completed within the 12-month vacancy assessment cycle.

Previously, employees who had not completed two years of service when the promotion process began were excluded from eligibility in several cases. The new clarification addresses the calculation of the required service period in relation to the vacancy assessment cycle.

According to the Railway Board's order, if an employee served in an Ad-hoc capacity immediately before regular appointment without any break, that period will also be included in calculating the two-year minimum service.

In addition, if a junior employee is considered eligible for promotion under the prescribed rules, a senior employee will also be eligible for promotion. This can apply even if the senior employee has not completed two years of total service in the lower post.

According to Deputy Director Establishment Ajay Goyal, promotion cases that have already been closed will not be reopened. The new rule will apply to promotion processes currently underway and those conducted in the future.
