CM Yogi approves the formation of the Uttar Pradesh Outsourced Services Corporation (UPCOS). Reservation rules will now be followed in all outsourcing recruitments, ensuring transparency and security.
CM Yogi: The Uttar Pradesh government has taken a significant step in the interest of outsourced employees. Chief Minister Yogi Adityanath has approved the formation of the Uttar Pradesh Outsourced Services Corporation (UPCOS). This corporation will be established under the Companies Act and will bring all outsourcing recruitments in the state under a transparent and regulated system.
Mandatory adherence to the reservation system
All appointments made through UPCOS will provide reservation benefits to Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), Economically Weaker Sections (EWS), women, persons with disabilities, and ex-servicemen. Moreover, the Chief Minister has directed that divorced, destitute, and abandoned women should also be given priority.
Workers to get rights and transparency
Chief Minister Yogi Adityanath clarified that this corporation will work to provide labor rights, fair wages, and social security to lakhs of outsourced employees in the state. This system will foster a sense of stability among the employees and bring transparency to the administrative system.
Board of Directors and Divisional Committees to be formed
According to information provided by the government, a Board of Directors will be formed under UPCOS, chaired by the Chief Secretary. A Director General will also be appointed. Committees will also be formed at the district and divisional levels, which will assist in the operation of this system.
Selection of agencies through the GeM portal
The selection of agencies in the corporation will be done through the government's GeM (Government e-Marketplace) portal. The contract will be valid for a minimum of three years. In the selection process, existing employees will be given weightage based on their experience so that there is no disruption in their service.
Timely payment of wages mandatory
The Chief Minister has given clear instructions that the wages of all outsourced employees should be directly credited to their bank accounts by the 5th of every month. Along with this, the EPF (Employees' Provident Fund) and ESI (Employees' State Insurance) amounts should also be deposited on time. All permissible benefits to employees through banks and other means will also be ensured.
Strict action against employee harassment
Yogi Adityanath said that currently, the selection of outsourcing agencies is done through different methods, which leads to a lack of transparency, wage cuts, neglect of benefits, and complaints of employee harassment. The formation of UPCOS will control all these problems.
Strict action will be taken for violation of rules
The corporation will be established as a regulatory body that will monitor the functioning of the agencies. If any agency violates the rules, blacklisting, debarment, fines, and legal action will be taken against it. It has also been clarified that no outsourcing services will be taken for regular posts.
