The Government Order of May 21 and its Background

The Panchayati Raj Department issued a government order on May 21, 2025, clarifying that the creation of municipal bodies and the expansion of their boundaries would be prohibited in view of the Panchayat elections. The main objective was to ensure that the ward delimitation and voter list revision process for Gram Panchayats, Kshetra Panchayats, and Zila Panchayats could be completed without any administrative obstacles.

Why Could the Strategy Change Now?

However, the situation now appears to be changing. The Urban Development Department has requested the Panchayati Raj Department to withdraw this order. The reason is clear: proposals for the formation of 97 new municipal bodies and the expansion of the boundaries of 107 municipal bodies are already pending in the state. If these are not approved in time, urban development plans could be affected.

What Did the Chief Secretary Say?

Chief Secretary Manoj Kumar Singh recently reacted to this issue, saying, "Proposals for the expansion of urban areas are being considered. The delimitation and voter list revision processes related to the Panchayat elections will be finalized only after a decision is taken on these." This statement makes it clear that the government is not in any hurry and wants to review all the proposals before making a final decision.

What Will Be the Impact on Delimitation and the Voter List?

The State Election Commission had issued a detailed program for the voter list revision campaign on July 11. At the same time, the work of delimitation of Panchayat wards has started from July 18. If the government issues an order to expand municipal boundaries, this entire process may have to be stopped. This will not only affect election preparations but also affect the administrative structure of the villages.

Politically Sensitive Matter

This issue is not only administrative but also politically very sensitive. Panchayat elections are considered the basis of rural politics.
