Bihar Election Commission Releases 2003 Voter List for 2025 Elections, Easing Verification Process

The Election Commission has released the 2003 voter list on its website for the 2025 Bihar elections, providing relief to 49.6 million voters from document verification. The list can be viewed online.

Bihar Election: In preparation for the 2025 Bihar elections, the Election Commission has uploaded the 2003 voter list on its website. Individuals whose parents' names are included in this list will no longer need to provide any other proof for document verification. This will provide relief to approximately 49.6 crore voters.

Major Initiative by the Election Commission

The Election Commission has taken a significant decision regarding the 2025 assembly elections in Bihar. The commission has made the 2003 Special Intensive Revision (SIR) voter list public on its official website. This will provide relief from document verification to about 60 percent of the state's voters.

Where to View the Voter List

The Election Commission has uploaded this list on its official website, https://voters.eci.gov.in. Anyone can visit this website to view the 2003 voter list and check their or their parents' names.

What is the Special Intensive Revision (SIR) process?

SIR is a special process in which voter details are updated and verified. Under this process, voters have to submit documents along with their details. However, voters whose parents' names are recorded in the 2003 list will not be required to provide any other documents for verification.

Who Does Not Need to Submit Documents?

If a person finds their parents' names in the 2003 voter list, they will not need any other documents. They can simply fill and submit the enumeration form. This facility will be particularly beneficial for those who are already listed in the list as family members.

Process of Filling the Enumeration Form

The voter will have to download the enumeration form. Then, they will have to fill in their details such as name, address, age, and their parents' names. Along with this, they have to submit the 2003 voter list with their parents' names to the BLO (Booth Level Officer). This will enable their name to be updated in the voter list without providing any other documents.

Hard Copy of the List to be Provided to BLOs

The Election Commission has also directed that a hard copy of the 2003 voter list be provided to all BLOs (Booth Level Officers) through the DM (District Magistrate) of the districts so that they can conduct verification work door-to-door. This will also provide convenience to the BLOs and speed up the document verification process.

Instructions Issued on June 24, 2025

The Election Commission issued instructions in this regard on June 24, 2025. According to the instructions, the Chief Electoral Officer (CEO), District Election Officer (DEO), and Electoral Registration Officer (ERO) were asked to ensure that the 2003 list is made available to the public both online and offline.

Relief to 60 Percent of Voters

There are approximately 8 crore voters in the state of Bihar. Out of these, 4.96 crore, or about 60 percent, of the voters may now be exempt from document verification. This is considered a major step that will simplify the voter verification process.
