No Helmet, No Fuel: New Rule in Bhopal and Indore Starting August 1st

A new rule will be implemented in Bhopal and Indore from August 1st, under which two-wheeler riders without helmets will not be provided petrol or CNG. Action will be taken against pump operators for non-compliance.

MP News: Two-wheeler riders without helmets will now not receive petrol or CNG in Bhopal and Indore. This decision will be effective from August 1st and aims to improve road safety. According to an order issued by Bhopal Collector Kaushalendra Vikram Singh, this rule will apply to all petrol and CNG pumps. The Indore administration is also taking steps to strictly enforce a similar rule.

Background and Objectives of the Campaign

This is not a new initiative. Such campaigns have been conducted before, but this time the administration intends to implement it with full seriousness and strictness. The main objective behind the order is to promote the habit of wearing helmets and reduce the mortality rate in road accidents. According to statistics, hundreds of lives are lost every year due to not wearing helmets.

Legal Provisions and Action

The administration has also made it clear that strict legal action will be taken against those who violate this order. The order mentions Section 223 of the Bharatiya Nyaya Sanhita (BNS) and Section 129 of the Motor Vehicles Act, 1988. According to Section 129 of the Motor Vehicles Act, it is mandatory for both the driver and the pillion rider to wear an ISI-standard helmet while riding a two-wheeler. If a petrol pump operator violates this rule, action will also be taken against them.

Responsibility of Petrol Pump Operators

All petrol and CNG pump operators have been instructed not to provide fuel to any customer who is not wearing a helmet. If any pump operator fails to comply with the order, the administration will take strict action against them. This responsibility will now be not only of the vehicle riders but also of the petrol pump owners to ensure compliance with the rules.

Efforts to Raise Awareness Among People

Before implementing this decision, an awareness campaign is also being conducted in the city by the administration. People are being told that helmets are necessary not only to comply with the law but also for their safety.

Although such rules have been made before, they were followed with laxity and sluggishness. This time, due to administrative strictness, it is expected that people will take this rule seriously. This step is a positive effort towards the safety of people and, if implemented properly, will definitely reduce the number of deaths on the road.

ISI Marked Helmet Required

The administration has also clarified that it is not enough to just wear a helmet, but it should be ISI marked. Action will also be taken against those who try to avoid the rule by wearing cheap, substandard, or half helmets. This will ensure that people adopt the right safety measures.
