The Bihar Industrial Area Development Authority (BIADA) has released the BIADA Amnesty Policy 2025. The main objective of this policy is to reduce ongoing litigation regarding industrial plots and to save time and expenses incurred in litigation.
Patna: The Government of Bihar has taken a major step to promote industrial development and revitalize closed industries. The Bihar Industrial Area Development Authority (BIADA) has announced the "BIADA Amnesty Policy 2025." This policy brings relief to those industrial units whose allocation has been stalled for a long time due to disputes, litigation, or production shutdowns.
This new policy will remain in effect until December 31, 2025, and its primary objective is to resolve disputes on industrial plots and engage them in actual industrial activities.
Which Units Will Benefit?
Industrial units that have been closed for a long time or are producing very little. Units whose allocation is entangled in disputes or litigation. Industries that BIADA had previously issued notices to and whose allocation was canceled due to non-response. Under this policy, such units will be given a chance to restart their operations.
This will not only revive old industries but also promote employment and industrial investment in Bihar. In the past few years, litigation related to industrial plots in Bihar has increased rapidly. Many industries were closed, due to which industrial land was not being utilized. BIADA issued notices to these units after investigation, and the allocation of many plots was canceled due to non-receipt of responses.
Industrialists started legal battles against the canceled allocations, resulting in wastage of time and resources. Considering all these circumstances, BIADA has formulated this policy to reduce litigation and reactivate the industrial environment.

A prescribed affidavit has to be filed. Administrative charges and applicable fees have to be paid. A bank guarantee has to be submitted. The unit has to start production within a fixed timeframe, whether it is trial production or commercial production. By complying with these conditions, BIADA will give concessions to the units and a chance to restart.
