The second week of Parliament's Monsoon Session commenced on Monday, with the Central Government scheduled to introduce the Public Examinations (Prevention of Unfair Means) Amendment Bill in the Lok Sabha.
Union Minister Dr. Jitendra Singh is set to introduce the Bill, which seeks to amend the Public Examinations (Prevention of Unfair Means) Act, 2024. The proposed legislation is intended to strengthen measures to prevent question paper leaks, cheating and other irregularities in public examinations.
The government has already issued a notification regarding the proposed amendment. According to the government, the legislation aims to curb the use of unfair means in public examinations and maintain the credibility of the examination process by strengthening the existing legal framework.
The government is advancing the amendment amid continuing public debate over transparency in competitive and public examinations. Student organisations and opposition parties have repeatedly raised concerns over incidents of question paper leaks and alleged irregularities in examination processes.
The government has stated that activities such as cheating, leaking question papers and attempts to influence the examination system can affect the future of millions of candidates, and has emphasised the need to strengthen legal provisions in this area.
Meanwhile, in the Rajya Sabha, Congress MP Syed Naseer Hussain submitted a notice under Rule 267 seeking suspension of business to discuss the alleged police action during a student protest in Delhi on 20 July 2026.
The notice alleged that excessive force was used against students participating in a peaceful protest. It also referred to the alleged use of pellet guns and tear gas, as well as alleged misconduct towards women protesters.
The Congress MP sought accountability from the Union Home Minister and requested a detailed statement on issues related to the authority exercised during the police action. The Congress also demanded that the Prime Minister make a statement in the House assuring that the constitutional right to peaceful protest would be protected.
The second week of the Monsoon Session is expected to witness disagreements between the government and the opposition on multiple issues. While the government is moving forward with legislative measures aimed at preventing examination malpractices, the opposition is preparing to raise issues related to the student protest and the alleged police action in Parliament.
The Lok Sabha is scheduled to take up the proposed amendment Bill on preventing unfair means in public examinations, while the Rajya Sabha is expected to consider the opposition's demand for a discussion on the student protest.
