Jharkhand Government to Enhance Technical Education Through Public-Private Partnerships

The Jharkhand government plans to operate new engineering and polytechnic colleges under Public-Private Partnership (PPP). An umbrella policy will be implemented, which includes provisions for reservation for local youth, fee concessions, and management quota.

Jharkhand: The Jharkhand government is poised to take a significant step forward in the field of technical education. The state's Department of Higher and Technical Education has decided that in the future, engineering colleges, professional colleges, and polytechnic institutions will be operated with the participation of the private sector. To this end, the government is preparing to implement a new Public-Private Partnership (PPP) policy. This policy is an endeavor to strengthen the state's technical education framework and ensure quality education.

Umbrella Policy to be Implemented, Uniform Rules for Operations

Under the new change, an umbrella policy will now be implemented for the operation of all technical educational institutions. Previously, various institutions were being run on a PPP mode with different terms and durations. Now, as per this new policy, uniform terms and durations will apply to all colleges.

This policy incorporates rules such as reservation for local youth of Jharkhand, fee concessions, and the number of management quota seats. The objective is to ensure student interests and quality education while entrusting the responsibility of operations to private partners.

Currently, Three Engineering Colleges are in PPP Mode

Currently, three engineering colleges in the state—Ramgarh, Chaibasa, and Dumka—are being operated on a PPP mode. Additionally, the Sillli Polytechnic and some other polytechnic institutions are also being run on this basis.

In the future, a new engineering college may be established in Bokaro and a professional college in Godda under the PPP mode. Furthermore, new engineering colleges are also slated for construction in Jamshedpur. Private partners have already been selected for the operation of engineering colleges in Gola and Koderma.

Plans to Expand to Other Districts of the State

There are plans to establish new engineering colleges in several other districts, including Ranchi, Gumla, and Giridih. The operation of these new colleges will also be conducted under the PPP mode. Currently, the government itself is managing the engineering colleges in BIT Sindri and Palamu, but their operation through private partnership is also a possibility in the future.

Quality of Education

The primary objective of this new policy is to provide quality technical education to students. With the support of private partners, colleges will be able to offer better facilities, state-of-the-art labs, modern teaching equipment, and trained faculty. Additionally, better employment opportunities and internship programs will be initiated for students.
