The Monsoon Session of Parliament on Tuesday is set to witness a key discussion on the proposed amendment to the law aimed at preventing paper leaks and irregularities in public examinations. The Lok Sabha is scheduled to hold a detailed debate on the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026.
Ahead of the discussion, Prime Minister Narendra Modi chaired the weekly meeting of the NDA Parliamentary Party at the Parliament House complex. The meeting focused on the government's legislative strategy for the Monsoon Session, including the proposed examination reforms and other parliamentary business.
Union Home Minister Amit Shah, Defence Minister Rajnath Singh, Parliamentary Affairs Minister Kiren Rijiju, and several senior leaders and Members of Parliament from the National Democratic Alliance (NDA) attended the meeting. The meeting also marked the first participation of Members of Parliament from the Nationalist Citizens Party of India (NCPI).
The participation of NCPI MPs in the NDA Parliamentary Party meeting comes after MPs who recently separated from the Trinamool Congress (TMC) began their new political association with the NCPI. They were invited to attend the NDA parliamentary meeting for the first time. The meeting also discussed the government's strategy on upcoming legislation and parliamentary matters, with MPs urged to present the government's position in a coordinated manner during the ongoing session.
The Lok Sabha has allocated approximately six hours for discussion on the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026. The duration of the debate may be extended if required.
According to the government, the proposed amendments are intended to strengthen action against paper leaks, cheating, fake websites, illegal acquisition of OMR sheets, organised examination fraud, and other irregularities in public examinations. The government has stated that the amendments will further strengthen investigation and prosecution procedures.
The proposed amendments may introduce stricter penalties and higher fines for individuals accused of examination-related offences. The Bill also proposes empowering states and Union Territories to establish special fast-track courts for such cases. These courts are intended to conduct day-to-day hearings to ensure expedited disposal of cases and quicker punishment for those found guilty.
The government has stated that amendments are necessary to strengthen the existing legal framework following paper leak incidents in competitive examinations and recruitment processes in recent years. Several examinations were cancelled, requiring millions of candidates to reappear and affecting recruitment processes. According to the government, the amendments are intended to enable stricter action against organised examination-related criminal networks and help prevent similar incidents in the future.
Opposition parties have also sought a detailed discussion on the Bill. They have stated that stricter punishment alone would not be sufficient and have called for accountability of examination-conducting agencies, greater transparency, and ber technological safeguards. The Bill is therefore expected to witness an extensive debate, with political parties presenting their respective suggestions.
Several young NDA Members of Parliament are expected to participate in the discussion on the Bill. They are expected to present their views on examination reforms, digital security, students' interests, and measures to improve transparency in the examination system. The government is presenting the Bill as an important step towards restoring confidence in the education system.
The central government has reiterated that maintaining the credibility of public examinations remains a priority. It has stated that special emphasis is being placed on examination security, digital monitoring, transparent procedures, and prompt legal action. According to the government, a ber legal framework would help curb organised paper leak syndicates while reinforcing the confidence of millions of candidates participating in competitive examinations.
In addition to education reforms, several other important Bills are scheduled for discussion during the ongoing Monsoon Session. The government is preparing to advance legislative reforms across multiple sectors, while opposition parties are expected to raise various issues during the session.
