Udham Singh Nagar is in third place, and Dehradun is in fourth place. The petitioner argues that, according to the government order, this seat should have gone to Haridwar and Uttarkashi.
Jitendra Sharma also alleged that the government assessed the reservation in 13 districts but did not conduct elections in Haridwar. He questioned the basis on which the reservation was assessed when elections were not held in Haridwar. For this reason, he has demanded a stay on the current reservation process and the issuance of a new roster.

The petitioner states that the demographic reality has been ignored in the determination of reservation, which makes this process unconstitutional. He says that a new roster should be prepared according to the rules, and elections should be held based on it.
