Chhattisgarh CM Vishnudev Sai Leads Good Governance Dialogue, Calls for Public Service-Centric Innovations & Digitalization

A 'Good Governance Dialogue' program was organized at the auditorium on the fifth floor of Mahanadi Bhavan, Ministry, under the chairmanship of Chief Minister Vishnudev Sai. On this occasion, Forest Minister Kedar Kashyap, School Education Minister Gajendra Yadav, Chief Secretary Vikas Sheel, Principal Secretary to Chief Minister Subodh Kumar Singh, Secretary to Chief Minister Rahul Bhagat, departmental secretaries, collectors, superintendents of police, DFOs, and other senior state officials were present.

Raipur: Today, a 'Good Governance Dialogue' program was organized under the chairmanship of Chief Minister Vishnudev Sai, where emphasis was placed on making district innovations public-service-centric, strictly enforcing the Public Service Guarantee Act, and promoting digital governance. This program took place at the auditorium on the fifth floor of Mahanadi Bhavan, Ministry.

Forest Minister Kedar Kashyap, School Education Minister Gajendra Yadav, Chief Secretary Vikas Sheel, Principal Secretary to Chief Minister Subodh Kumar Singh, Secretary to Chief Minister Rahul Bhagat, departmental secretaries, collectors, superintendents of police, DFOs, and other senior state officials were present at the program.

Strict Stance on Public Service Guarantee Act

Chief Minister Sai stated that innovations should be long-term, practical, and enhance citizen convenience. He instructed officials that innovations should not become whimsical experiments, but rather aim to simplify people's lives and support the government's flagship schemes. He added that public feedback should be incorporated into innovations to ensure their sustainability and utility. His objective is for innovations to increase transparency and public service.

The Chief Minister described the Public Service Guarantee Act as an important government initiative. He stated that all services should be provided with quality within the stipulated time, and if there is a delay, action should be taken against the responsible officials. He directed that timely resolution and action will be assessed in the next review.

Office Discipline and E-Office System

CM Sai said that the initiative to remove old and unused documents in offices is commendable. He asked all Collectors to organize their offices to increase transparency and efficiency. He instructed all departments to ensure 100% implementation of the e-office system. It is necessary to reduce reliance on manual processes and bring pending files into digital format.

The Chief Minister stated that in the digital age, it is crucial to make more services available on the e-District portal and to increase public awareness of digital services. He said that the digitalization of every citizen service is the biggest step towards transparent governance.

Grievance Resolution and Field Visits

CM Sai stated that quick and transparent resolution of public grievances is the administration's responsibility. Collectors should list complaints on a priority basis and update their resolution status digitally. Field visits should be made a permanent process to ensure control over the actual status of schemes and prevent manipulation of data.

Detailed presentations of innovations from Raipur, Narayanpur, Dantewada, Jashpur, and Udanti Forest Sanctuary were given at the program. The Chief Minister released a 'Coffee Table Book' based on the innovations taking place in the districts and lauded the officials. Under the Mahua Center of Excellence in Jashpur, 'Jashpure' products are now being sold in five states, and a 300% increase in sales has been recorded.

In Narayanpur, Naxal activities are being tracked through a 'data platform.' In Dantewada, 7 lakh land records have been digitized using blockchain technology. In Raipur district, the 'Team Prahari' initiative has established coordination in removing illegal encroachments, improving traffic, and redressing grievances. CM Vishnudev Sai said, "Good governance is not a one-day goal, but a continuous process of improvement. Every officer must bring change from within. Our small efforts will create the larger picture of a developed Chhattisgarh."
