The department has taken a strict stance against Municipal Chairman Harishankar Nitharwal, issuing him a show-cause notice. He is accused of deliberately not signing 103 land deed files related to agricultural regulation, which has left the land-related work of hundreds of citizens in limbo.
Revelation from citizens' complaints
The whole matter began when some local citizens complained to Rajasthan Government's Autonomous Governance State Minister, Jhabar Singh Kharra, during his recent visit to Reengus. The complaint stated that despite having valid documents and completing the process, they were not being issued land deeds by the municipality. The minister immediately took the matter seriously and directed a departmental inquiry. After the investigation, it was revealed that the Executive Officer of the municipality had already signed all 103 land deed files, but Chairman Harishankar Nitharwal had deliberately withheld the final approval signatures.
Impact on development plans
The investigation also revealed that Nitharwal is not only negligent regarding land deeds, but he has also been continuously absent from many important meetings. Specifically, his absence from the Layout Plan Committee meetings has prevented proposals for several development projects from being passed on time. This has also stalled infrastructure-related work in Reengus city.

Vinod Purohit, the Deputy Director of the Autonomous Governance Department, issued a notice to the chairman, stating that despite being the chairman of the municipality, Harishankar Nitharwal is not showing seriousness in the discharge of his duties. This is not only administrative indifference, but it is also affecting the needs of the public. The notice also stated that if the chairman does not resolve the pending files as soon as possible, the department itself will bring those files into the process and execute them, and strict action will be taken against the chairman as per the rules.

After this matter came to light, there has been a stir in the political circles of Reengus. Opposition councilors have accused the chairman of bias and misuse of power. They say that ordinary citizens have been running around for months for land deeds, while some special people are being given priority.
