Uttarakhand CM Pushkar Singh Dhami Directs Timely Disposal of Helpline-1905 Complaints, Warns of Action Against Negligent Officials

Uttarakhand Chief Minister Pushkar Singh Dhami directed officials to ensure the timely, effective and satisfactory disposal of public grievances during a review meeting of the Chief Minister Helpline-1905 at the Secretariat. He said negligence or indifference in grievance redressal would not be accepted and accountability would be fixed at every level.

The Chief Minister instructed officials to ensure that every complaint registered on the Chief Minister Helpline-1905 is resolved within the prescribed timeframe in an effective and satisfactory manner. He said the helpline serves as an important medium of communication between the people of the state and the government, and directed all departments to regularly monitor complaints and ensure their resolution within the stipulated timeline.

During the meeting, the Chief Minister expressed displeasure over the large number of pending complaints related to the Drinking Water Department and the Jal Jeevan Mission. He directed the concerned officials to ensure the effective disposal of all pending cases within one week.

He instructed department heads to immediately issue show-cause notices to officials whose grievance disposal record stands at zero percent. If their responses are found unsatisfactory, disciplinary action will be initiated against them in accordance with the rules.

The Chief Minister also directed that complaints which cannot be resolved within the prescribed timeline should be reviewed regularly by department heads and district magistrates. He further instructed officials to carefully examine complaints registered under the Special Close, Demand, Suggestion and other categories to ensure that no genuine grievance is overlooked.

The Chief Minister directed that Samadhan Diwas be organised every Monday at the district level by District Magistrates, at the divisional level by Divisional Commissioners, and at the government level by all Secretaries. He instructed officials to hear public grievances during these sessions and ensure their prompt resolution while making Samadhan Diwas an effective platform for public service through regular monitoring.

He also directed officers of the Administrative Service, Police Service and Forest Service to submit detailed reports within 50 days on public welfare innovations implemented during their initial postings. In addition, he instructed officials to ensure that retired employees begin receiving their pension from the first month after retirement.

During the review meeting, the Chief Minister instructed senior officials from the Disaster Management, Public Works, Tourism, Health and Police departments to conduct field inspections of the Char Dham Yatra routes and undertake necessary improvements for the convenience and safety of pilgrims.

He also directed officials to prioritise the disposal of pending land dispute cases and conduct their regular review.

Secretary Dr. Pankaj Pandey informed the meeting that a total of 67,843 complaints were received on the Chief Minister Helpline-1905 between April 18 and July 28, 2026. Of these, 20,461 complaints have been fully resolved, while 31,363 have received partial resolution. A total of 7,404 complaints are under process and 4,061 cases remain pending.

He also stated that the Special Close category rate has declined to 5.5 percent.

During the meeting, the Chief Minister spoke directly by telephone with complainants from various districts to assess the status of their grievances. Several complainants expressed satisfaction after receiving resolutions, while in some cases the Chief Minister directed the concerned District Magistrates and officials to take immediate action.

The Chief Minister said that the next review meeting will assess not only the number of complaints but also the quality of grievance resolution, complainant satisfaction and departmental accountability.
