A five-member Special Investigation Team (SIT) has been formed to investigate the alleged use of forged certificates to secure MBBS admissions in government medical colleges in Dehradun, Uttarakhand. The SIT, headed by the Superintendent of Police (Rural), will jointly investigate the two cases registered at Raipur and Clementown police stations.
The case relates to alleged forged certificates issued under the freedom fighter dependent quota, which were used to obtain MBBS seats in government medical colleges. The police will investigate the entire process, from preparation of the alleged forged certificates to their use during verification and counselling, and examine the role of all persons involved.
Following the emergence of the case, the Medical Education Department and Hemwati Nandan Bahuguna Uttarakhand Medical Education University also took action. According to available reports, five certificates submitted for admission under the freedom fighter dependent quota were found to be suspicious.
After verification by the concerned district magistrates, the certificates were found to be fake. Subsequently, the MBBS admissions granted to four candidates were cancelled. The SIT will now investigate at what level the certificates were prepared, who used them and how the alleged irregularities occurred during the verification process.
A key question before the police is whether the alleged forged certificates were prepared by the candidates themselves or whether an organised network was involved. For this reason, the decision was taken to investigate the cases registered at the two different police stations jointly.
The investigation will examine the links between the accused and documents in the cases registered under the Raipur and Clementown police station areas. The team will compare the application process, revenue certificates, relevant addresses, verification reports and documents related to admission to the medical colleges.
According to reports, cases have been registered against five people, including four female students and the mother of one female student. It is alleged that documents were submitted to claim benefits under the freedom fighter dependent quota and that these documents were later found to be suspicious or fake during verification.
Police have taken action under provisions of the Bharatiya Nyaya Sanhita related to cheating and forgery in the relevant cases. However, registration of a case does not establish the allegations or prove any person's guilt. The final conclusions will emerge only after the police investigation and judicial process.
The addresses on the basis of which the certificates were issued are also an important aspect of the investigation. According to reports, administrative verification found some addresses where the concerned candidates were not confirmed to have actually lived.
The police are investigating at what level these addresses were checked and whether physical verification was conducted before the certificates were issued. Records related to the Revenue Department may also form part of the investigation. This could help establish the stages between preparation of the documents and their use in the official process.
The online counselling process may also play an important role in the investigation. According to the Medical Education Department, the NEET-UG counselling process is conducted online, and digital records of applications, certificates and other documents uploaded by candidates are available.
The police may examine this digital trail to determine when the documents were uploaded, at what stage they were checked and which records were generated as the applications progressed.
The SIT's investigation is not expected to remain limited to the candidates who secured admission. The team will also examine whether there was any negligence or irregularity within the administrative system responsible for issuing the certificates.
If the investigation reveals the role of any officer or employee, action may also be taken against them in accordance with the rules. At present, it would be premature to determine at which level responsibility lay for the alleged irregularities in the certificates, as documentary and digital evidence must be matched.
The case has also raised questions about the verification of certificates for reserved categories in medical colleges. If a candidate obtains a government MBBS seat using forged documents, it affects not only the admission process but also the opportunities available to candidates with valid documents.
After the alleged forged freedom fighter dependent certificates came to light, the university administration also began checking documents from other reserved categories. According to the report, eight other candidates admitted under the SC-ST category have been issued notices to appear personally for verification with their domicile, caste and relevant category certificates.
The purpose is to ensure that documents submitted by candidates admitted on the basis of reservation are genuine and verified.
The Medical Education Department has also indicated that document verification will be strengthened before benefits under any reserved category are granted in the future. Emphasis is being placed on accepting certificates only after on-site verification by the concerned district administration.
The arrangement is intended to reduce the possibility of similar cases in the future. However, the actual impact of the new system will depend on its implementation and monitoring.
The SIT faces several levels of investigation. It will first match the documents and roles of the accused connected with both cases. It may then examine the original certificate files, revenue records, application process, counselling records and documents related to the medical colleges.
If digital records reveal the involvement of any person or institution, the police may proceed with questioning in that direction. The team will also examine whether any intermediary was involved in preparing or providing the alleged forged certificates.
Another important question is why the suspicious certificates were not detected at the initial stage. If documents are checked during the application and counselling process, the alleged forgery should have been identified at that stage.
The police and administration will now examine the different levels involved in certificate verification and identify where the process may have fallen short. The investigation may also provide information needed to strengthen verification procedures in future counselling processes.
The SIT investigation is expected to provide greater clarity on the roles of the accused. Based on the information currently available, it is not possible to say that all accused persons had the same role in preparing the alleged forged certificates.
During the investigation, the role of each person, their connection with the documents and their participation in the admission process will be examined separately. All accused persons are legally presumed innocent until the allegations are proved in court.
The case has also affected the government medical colleges where admissions were secured on the basis of these certificates. According to available reports, the allotments of four female students have already been cancelled.
Alongside the police investigation, the university administration is continuing its review of the documents. This will establish whether the alleged irregularities are limited to the cases already identified or whether further discrepancies emerge during certificate verification.
The SIT investigation has now become the central stage of the case. The five-member team will examine both cases together and attempt to connect the sequence of events.
The investigation will cover the entire process, from application and preparation of the certificates to verification, counselling and allocation of MBBS seats. Digital and documentary evidence emerging during the investigation will be important in determining at what level the alleged forgery occurred and who was involved.
