Prime Minister Narendra Modi will participate in a four-day Chintan Shivir with his ministers from Wednesday, September 23, to October 1. During the programme, Modi will take on the role of a teacher for the ministers and provide suggestions on effective communication as well as on converting public trust into public support.
The Chintan Shivir 2026 for Union ministers, chaired by Prime Minister Narendra Modi, will begin on Wednesday, September 23. The programme will be held on September 23, 24 and 30, and October 1. It will focus on discussions among ministers on various aspects of governance, departmental functioning, public outreach and personal development.
According to information available from the Prime Minister’s Office, Narendra Modi is the head of the current Union Council of Ministers and holds the portfolios of the Ministry of Personnel, Public Grievances and Pensions, as well as the Department of Atomic Energy and the Department of Space. The ministers are planned to be divided into different groups for the four-day programme. A separate theme will be discussed each day, with sessions covering issues ranging from personal development to government functioning and effective communication with the public.
Four key themes have been identified for the Chintan Shivir. The focus on the first day will be “Self Development through Personality Development”. Discussions under the theme will cover aspects related to individual capabilities, working styles and leadership.
The theme for the second day will be “From Public Trust to Public Support”. Discussions will focus on effectively communicating information about government schemes and policies to people, along with various aspects of public outreach.
On the third day, September 30, the theme will be “Departmental Success”. The session will cover issues related to the functioning of ministries, targets and achieving better results at the departmental level.
“Effective Communication” will be the main theme on the final day of the Chintan Shivir. The session may cover subjects such as improving communication between the government and the public, presenting policies and achievements clearly, and using various communication channels.
Sixty-seven ministers have been planned to be divided into four separate groups for the programme. These groups will be led by small groups of Union ministers. The arrangement is intended to provide ministers with an opportunity to participate in discussions and share experiences.
The Union Council of Ministers includes members at both the Cabinet Minister and Minister of State levels. The portfolio list dated July 25, 2026, available on the Prime Minister’s official website, provides details of the ministries and departments allocated to Union ministers and ministers of state.
A Chintan Shivir for ministers was previously organised under the leadership of Prime Minister Narendra Modi in 2015. The programme covered issues related to governance, faster functioning, transparency and administrative processes.
This year’s programme is set to place particular emphasis on personal development and communication skills, along with departmental performance and engagement with the public.
Another aspect of the programme is the opportunity for ministers to share experiences related to their respective ministries. Discussions on challenges faced by different departments and their working methods can provide an opportunity for sharing inter-ministerial experiences.
During the Chintan Shivir, a discussion and review meeting between the Prime Minister and another group of ministers of state has also been proposed. The meeting is expected to include a review of the ministers’ work and discussions on the economy and matters related to their respective ministries.
Earlier, the Prime Minister had held a review meeting with a group of ministers of state on September 7. Such interactions include discussions on the functioning of ministries, progress of schemes and challenges being faced.
