World Update: Pakistan and China have once again jointly demonstrated their solidarity in the United Nations Security Council (UNSC). The two countries introduced a resolution against Balochistan, demanding that the Balochistan Liberation Army (BLA) and its suicide unit, the Majeed Brigade, be declared terrorist organizations. This is the same China that has repeatedly used its veto power on proposals submitted by India against terrorist organizations such as Jaish-e-Mohammed and Lashkar-e-Taiba.
What the Proposal Includes
Pakistan and China have jointly demanded in the proposal that the BLA and Majeed Brigade be designated as terrorist organizations under the UN's 1267 Al-Qaeda Sanctions Committee. Through this proposal, Pakistan and China attempted to target active terrorist bases in Afghanistan.
Pakistan's Target on Afghanistan
Pakistan's Permanent Representative Ambassador Aasim Iftikhar Ahmad stated that more than 60 terrorist camps are active in Afghanistan. He reported that these camps are serving as base centers for cross-border attacks. These include ISIL-K, Al-Qaeda, Tehrik-i-Taliban Pakistan, East Turkistan Islamic Movement, BLA, and Majeed Brigade. During this, Pakistan also urged the Afghan Taliban administration to comply with international counter-terrorism obligations.
Silence on Jaish-e-Mohammed and Lashkar-e-Taiba
It is interesting to note that Pakistan and China took no action against terrorist organizations such as Jaish-e-Mohammed and Lashkar-e-Taiba in this proposal. While the BLA and Majeed Brigade were demanded to be declared terrorist, no action against these terrorist organizations was included in the proposal.
What is the Majeed Brigade?
The Majeed Brigade was established in 2011. Pakistan identifies it as the suicide unit of the BLA. Pakistan claims it primarily targets Pakistani security forces and Chinese interests. Last month, the US also listed the BLA and Majeed Brigade as Foreign Terrorist Organizations (FTO).
Recent Attacks by BLA and Majeed Brigade
According to the US State Department, in 2024, the BLA claimed responsibility for suicide attacks near Karachi Airport and the Gwadar Port Authority complex. In 2025, it also took responsibility for hijacking the Jaffar Express train. In this incident, 31 civilians and security personnel were killed, and over 300 passengers were taken hostage.
Pakistan's Position in the UNSC
In 2025, Pakistan is chairing the United Nations Security Council's 1988 Taliban Sanctions Committee and is also the Vice-Chair of the Counter-Terrorism Committee. Pakistan leveraged this position to submit a proposal to declare the BLA and Majeed Brigade as terrorist organizations.
