At the start of the winter session, the opposition intensified its demand for an immediate discussion on SIR, leading to several disruptions in the House. The government is now exploring options for which rule could facilitate a discussion on this issue.

New Delhi: As the winter session of Parliament began, the opposition escalated its demand for a discussion on the Special Intensive Revision (SIR) of electoral rolls. Several opposition parties, including Congress, TMC, SP, and DMK, have continuously protested against SIR. On Tuesday, the opposition staged a b protest, which led to multiple disruptions in parliamentary proceedings.

Why is the Opposition Demanding a Discussion on SIR?

The Election Commission is conducting the SIR process in 12 states and union territories across the country. The opposition alleges that this process affects the electoral rolls and demands an open discussion on it in Parliament. Opposition parties state that SIR will directly impact the election process and, therefore, cannot be ignored.

Parliament Winter Session: Opposition Intensifies Demand for SIR Discussion, Government Explores Options Amid Disruptions

Before the session began, the opposition had given a clear message to the government that the House would not function smoothly until SIR was discussed. This is why significant uproar was witnessed even on the second day of the session.

Government Begins Efforts to Find a Solution

Amidst the continuous deadlock, avenues for discussion between the government and the opposition are now being explored. According to sources, the government is considering under which parliamentary rule a discussion on SIR could be held if the opposition's demand is accepted.

Government sources state that SIR is an independent decision of the Election Commission, making a direct discussion on SIR potentially difficult to align with rules. Keeping this in mind, an alternative is being sought: to hold a discussion in Parliament on a broader topic like “Electoral Reforms” so that MPs can also present their views in the context of SIR.

The opposition has demanded a discussion under Rule 267. According to this rule, all other proceedings of the House are suspended for an immediate discussion. However, the likelihood of a discussion under this rule in Parliament is considered very low.

The government side believes that Rule 267 is used only in highly exceptional circumstances. Therefore, this option is considered almost closed.
