Political debate has intensified in Himachal Pradesh over the proposed robotic surgery network aimed at integrating modern technology into the state’s healthcare services. BJP state vice-president and MLA Vinod Kumar has questioned the process for establishing the network and demanded that the Congress government make public complete details of the procurement process, machine costs, technical specifications and tendering process. The BJP leader has alleged that transparency must be ensured in the entire process being undertaken in the name of modern medical facilities and that the government should clarify how public funds are being used.
The BJP has said it has no objection to expanding modern medical technology such as robotic surgery. According to the party, the availability of advanced medical facilities at medical colleges and major hospitals in the state is in the interest of patients. Its questions concern the process of establishing the technology and the expenditure involved. On this basis, Vinod Kumar has demanded that the government make public detailed documents and financial information related to the project.
Vinod Kumar said the government cannot fulfil its responsibility merely by disclosing the overall cost of the robotic surgery network. He has questioned which company’s robotic surgery system is being purchased or proposed to be purchased, what the technical capabilities of the system are and how much has been allocated for it. The BJP leader has also demanded that the machine’s technical specifications and the basis for its procurement be made public so that the process under which the selection was made can be established.
The BJP has also questioned why, if the state government is selecting a particular system for robotic surgery, it is not being compared with similar or comparable systems purchased by other states and leading medical institutions in the country. The party said prices and technical capabilities can differ among robotic surgery systems manufactured by different companies. Therefore, it said, prices paid in purchases made by other government and major healthcare institutions should be considered when assessing the procurement cost.
The BJP leader has also sought clear information from the government on the tender process. He said that in such an important healthcare project, the issue is not limited to purchasing the machine, but also includes the arrangements for its selection, installation, operation, training, servicing and maintenance. If a large amount is spent on advanced equipment, trained doctors and technical staff will also have to be available for its use. The arrangements for long-term maintenance and technical support should also be clearly specified.
The BJP’s objection over robotic surgery is focused more on the process through which the government is preparing to establish the network than on the use of the technology itself. Vinod Kumar described the matter as one involving public funds and the public healthcare system and said people have the right to know the price of the advanced machine being purchased with public money and the basis on which it was selected.
The BJP state vice-president alleged that if transparency is not maintained in the procurement process in the name of modern healthcare technology, it could raise several questions. He accused the Congress government of corruption and demanded that the government make all relevant information public and provide factual responses to questions raised by the opposition and the public. However, these allegations have been made by the BJP, and no detailed official response from the state government on the matter was available in the report.
The proposed robotic surgery network could be a significant step toward expanding modern technology in Himachal Pradesh’s healthcare sector. The BJP has also questioned the standards used by the government to select the robotic surgery system. The party said procurement of any advanced medical equipment requires consideration not only of technical capabilities but also of its utility, hospital requirements, availability of doctors and future operating costs. It said the government should also specify which hospitals will use the proposed system and how many patients are expected to benefit from it.
Another aspect of the dispute is the expansion of advanced healthcare facilities in a mountainous state such as Himachal Pradesh. Patients requiring treatment for serious illnesses or complex surgeries often have to travel to hospitals in major cities and other states. If modern surgical facilities become available within the state, patients and their families could avoid travelling outside the state and the additional expenditure associated with it. However, both the planning and implementation of the project would need to be robust for this to happen.
The BJP said the government should not dismiss the opposition’s questions about the robotic surgery network as political allegations, but should place the facts in the public domain. This should include details such as the company’s name, machine model, technical specifications, procurement or proposed procurement price, tender conditions and selection process. According to the party, making such information public would also clarify how funds being spent on the healthcare sector in the state are being utilised.
Vinod Kumar has also asked the government to clarify the technical and financial basis for selecting any particular company or system. The BJP has demanded that details of prices of comparable machines and purchases made by other states or institutions also be disclosed. This would help establish whether the proposed procurement in Himachal Pradesh is in line with market conditions and purchases made by other government institutions.
At present, the BJP’s questions over the robotic surgery network have opened a fresh discussion on transparency in healthcare projects and the government procurement process in Himachal Pradesh. While the BJP has linked the issue to corruption and sought answers from the government, a detailed government response on the project’s actual structure, final procurement process and cost is still awaited.
