Three New Members Join Rajasthan Public Service Commission, Aim to Boost Transparency and Efficiency

Susheel Kumar Bissu, Dr. Ashok Kalwar, and Hemant Priyadarshi have assumed charge at the Rajasthan Public Service Commission. The new appointments are expected to enhance transparency, expedite recruitment, and boost morale among employees within the commission.

Ajmer: On Wednesday morning, newly appointed members Susheel Kumar Bissu and Dr. Ashok Kumar Kalwar assumed their positions at the Rajasthan Public Service Commission (RPSC). The new members met with the Chairman and other members of the commission and understood their responsibilities. The appointment of new members to the commission is expected to accelerate the recruitment and interview processes. A new wave of energy and enthusiasm has been infused among the employees.

Background of the Newly Appointed Members

The state government announced the appointment of three new members to the Rajasthan Public Service Commission on Tuesday night. These include former IPS Hemant Priyadarshi, Dr. Susheel Kumar Bissu, and Dr. Ashok Kumar Kalwar. Previously, six member positions were vacant in the commission; with the addition of these three new members, a total of seven members are now active, and three positions remain vacant.

According to the order issued by the Department of Personnel, these appointments were made following the Governor's approval.

Life of Susheel Kumar Bissu

Susheel Kumar Bissu is a resident of Panchsheel Nagar, Ajmer. He was born on March 5, 1965, in Godi village, Haryana. He completed his early education at Ahmedpur Dare Wala and a government school in Hanumangarh. Subsequently, he pursued his 11th-grade studies at Dav School in Ganganagar and then attended Khalsa College Ganganagar for higher education, where he earned his BSc and MSc degrees.

Bissu completed his PhD from Sukhadia University, Udaipur, and achieved new heights in the field of education. With a background in the Rashtriya Swayamsevak Sangh, Bissu also had a deep association with the Akhil Bharatiya Vidyarthi Parishad. He began his career as a lecturer in Nohar in 1992 and later rose to administrative responsibilities. He served as Assistant Director of the Ajmer division and retired on March 31, 2025.

Dr. Bissu has 33 years of experience in the education sector. He has published over 35 research papers. His simplicity and commitment to environmental conservation make him distinctive. During his teaching career, he spent a portion of his salary on tree plantation and environmental protection. His appointment conveys the message that the government values qualified and socially responsible individuals.

Dr. Ashok Kumar Kalwar and Hemant Priyadarshi

Dr. Ashok Kumar Kalwar is a Senior Consultant in Hemato-Oncology. He has served in several major hospitals across the country. He has published over 30 international and more than 70 national research papers. Dr. Kalwar is originally a resident of Jodhpur.

Hemant Priyadarshi is a 1992 batch IPS officer. He holds an M.Tech in Mechanical Engineering and an M.Phil in Defence and Strategic Studies. He has served as DG Police, Director of Cyber Crime, ACB Forensic Science Lab, and has held important responsibilities in ITBP and CRPF.

RPSC's Controversial History

The history of the Rajasthan Public Service Commission has been marred by corruption, ineligible appointments, and irregularities. Particularly, the Sub-Inspector recruitment paper leak case in 2021 raised serious questions about the commission's credibility.

  • Ramu Ram Raika: Former member, arrested for allegedly leaking papers to his son and daughter.
  • Babulal Katara: Former member, who confessed to the crime but did not resign.
  • Sangeeta Arya: Current member, whose role was questioned by the High Court.
  • Manju Sharma: Former member, who resigned on September 2, 2025.
  • Sanjay Shrotriya: Former chairman, during whose tenure allegations of paper leaks and irregularities arose.
  • Jaswant Rathi: Former member, whose name emerged in the SI paper leak case.
  • Habib Khan: Former chairman, who had to resign in 2014 due to allegations of paper leaks in RAS and RJS recruitment.

These ineligible appointments damaged the commission's reputation and eroded public trust among the youth. The High Court explicitly stated that the commission's credibility was at stake, and the roles of several members remained suspicious.

Expectations from the Newly Appointed Members

The appointment of the new members has raised hopes for renewed energy and transparency within the commission. Susheel Kumar Bissu's education and experience, Dr. Ashok Kalwar's contributions to medicine and research, and Hemant Priyadarshi's administrative experience will further strengthen the commission's functioning.
