Following the Moradabad madrasa controversy, Maharashtra Minorities Commission Chairman Pyare Khan ordered an inquiry into all madrasas and minority educational institutions. He warned that perpetrators would be jailed and children's safety ensured.
Mumbai: Following the shameful incident in Moradabad, Uttar Pradesh, where a madrasa allegedly demanded ‘virginity certificates’ from female students, the Maharashtra government has become proactive. Taking this incident seriously, Maharashtra State Minorities Commission Chairman Pyare Khan has issued orders for an inquiry into madrasas and minority educational institutions across the entire state. The commission has clearly stated that if any institution is found to be involved in child abuse or inhumane activities, the culprits will be directly sent to jail.
Special Team to be Formed for Madrasa Investigations
Minorities Commission Chairman Pyare Khan stated that the Moradabad incident is not merely a problem for one state, but a warning for the entire country. He has written to all District Collectors in Maharashtra, instructing them that a special inquiry committee be constituted in each district. This committee will inspect all madrasas, minority schools, and hostels in the district.
Pyare Khan clarified that the safety of children is the top priority. He said, “We will ensure that no child faces discrimination, exploitation, or humiliating treatment. Institutions that torment children instead of educating them will face strict punishment under the law.”
Child Welfare Department to Also Join Probe

The state commission plans to involve officials from the Child Welfare Department in the investigation process, to ensure sensitive communication with children. Pyare Khan stated that the commission does not want children to hide the truth due to fear or pressure, therefore, efforts will be made to understand their true situation through counseling.
He said, “We will not just conduct paper investigations, but also on-site verifications. Children's voices will be heard, and if necessary, their families will also be engaged in dialogue.”
Strict Action Against Those Found Guilty
The Chairman of the Maharashtra Minorities Commission unequivocally stated that if such acts are confirmed in any madrasa or institution, strict legal action will be taken against the concerned operator or individual. Pyare Khan said, “We will not compromise on the dignity of children at any cost. Those found guilty will be sent directly to jail.” He also added that the commission will review investigation reports in every district to ensure transparency in the actions taken.
