The Economic Offences Unit (EOU) of Bihar has conducted simultaneous raids at four locations linked to Ruby Kumari, the District Programme Officer (DPO) posted in Kishanganj, over suspicions of possessing assets disproportionate to her known sources of income. Preliminary investigations have indicated that her assets may be approximately 80 per cent higher than her known income. During the searches, officials also recovered several important documents relating to investments in land in Bihar.
According to information available, Ruby Kumari is working as a District Programme Officer under the Samagra Shiksha Abhiyan. The EOU had received a complaint alleging that she had accumulated assets disproportionate to her known sources of income.
Following the complaint, the agency initiated a preliminary investigation. After identifying a discrepancy between her known income and assets during the inquiry, the EOU proceeded with simultaneous searches at locations linked to her.
Separate EOU teams carried out search operations at four locations associated with Ruby Kumari in Kishanganj and Katihar. Officials inspected the premises and examined documents related to property holdings and financial records.
During the searches, investigators also found documents concerning investments in land. The agency is now examining these records to establish the sources of funds used for purchasing the properties.
Investigators are seeking to determine where the money used for land purchases originated. They are also examining whose names the properties were registered under and who the actual investors behind the transactions were.
The investigation is also focusing on bank accounts and other financial transactions to establish the sources of funds used to acquire the assets.
Preliminary findings have raised suspicions that Ruby Kumari's assets are approximately 80 per cent higher than her known income. However, the actual value of the assets and the total amount allegedly disproportionate to her income are yet to be assessed in detail following the searches.
A comprehensive assessment will be possible only after the investigation and verification of the relevant financial and property records are completed.
The EOU's action has drawn attention within the Education Department, with officials and employees discussing the searches. The agency is examining the assets of government officials and comparing them with their known sources of income.
The primary objective of the investigation is to establish how Ruby Kumari allegedly acquired assets beyond her legitimate income and identify the financial sources used for the acquisitions.
Documents recovered from all four locations are currently being examined. Following the recovery of papers related to land investments, investigators are gathering further details about property purchases and transactions. Further findings may emerge as the agency examines bank accounts and property records.
